MONROVIA – The House of Representatives Committee on Concessions Compliance Review, chaired by Hon. Foday E. Fahnbulleh, has cited the Ministers of Labor and Mines & Energy, along with the Chief Executive Officer of China Union, to appear before the Committee on Tuesday, December 9, 2025, at 1:00 PM.

The Committee is requesting the entities to present a comprehensive matrix detailing:
โˆš All Chinese nationals authorized by the Ministry of Labor to work with China Union Liberia and its listed contracting companies;
โˆš The specific positions occupied by these employees;
โˆš Any additional information relevant to the Committeeโ€™s ongoing review of the companyโ€™s compliance with its Mineral Development Agreement (MDA)

Hon. Foday E. Fahnbulleh emphasized the importance of transparency and accountability in concession operations, particularly concerning community welfare. He noted that communities continue to face severe challenges such as the lack of clean drinking water, electricity, and other basic services despite ongoing concession activities.

โ€œWe are in the capital city as lawmakers. The actions we take here can be communicated to our people, but when issues arise in their communities without explanation, it creates confusion and frustration,โ€ Hon. Fahnbulleh said.

โ€œYou see contaminated water, damaged pumps, no electricity, or truckloads of iron ore moving without any information provided. Our people start to wonder why the very activities affecting their lives are not being addressed. Yes, we must be lawful, and yes, we must follow up as leaders. But we also need to revisit the context of the MDA, review the obligations of the defaulting company, and clearly define implementation stages moving forward.โ€

The Committee will use the upcoming hearing to scrutinize China Unionโ€™s compliance with labor, environmental, and operational requirements, including the companyโ€™s impact on affected communities.

The House remains committed to ensuring that concessionaires operate in accordance with the law and in alignment with the expectations of the Liberian people.
