MONROVIA – The leadership of the House of Representatives is set to commence a comprehensive review and amendment of its Standing Rules and Procedures, as well as reforms to the structure and functionality of its Statutory and Standing Committees.

The decision follows a formal communication submitted by Grand Gedeh County Electoral District #1 Representative, Mr. Jeremiah G. Sokan, seeking the indulgence of the Plenary to authorize and mandate the initiative.

The proposed reform aims to enhance the efficiency, clarity, and accountability of the Houseโ€™s operations amid the evolving demands of democratic governance in Liberia.

In his communication to Speaker Richard Nagbe Koon, Rep. Sokan emphasized the urgency of modernizing the Houseโ€™s legislative framework, given ongoing internal challenges, increasing public scrutiny, and the growing need for a responsive and effective legislature.

The initiative will target several key areas:

Objectives of the Rules and Procedures Review:

* Enhancing Clarity and Consistency in legislative processes

* Strengthening Ethical Conduct and Accountability among lawmakers

* Improving Legislative Efficiency in handling national priorities

* Promoting Inclusivity and broader representation in House proceedings

Committee Reform Priorities:

* Optimizing Specialization and Expertise within committee assignments

* Enhancing Oversight Capacity to ensure stronger checks and balances

* Ensuring Balanced Representation and Leadership across committees

* Strengthening Public Engagement through transparent hearings and processes

* Promoting Accountability and Transparency in committee work.

Rep. Sokan noted that committees are the bedrock of legislative work, and as such, their structure must reflect modern demands for effective policy analysis, sectoral oversight, and citizen engagement.

The reforms are expected to bolster the Houseโ€™s ability to conduct credible oversight of the Executive Branch and other public institutions, ensuring prudent governance and the efficient delivery of public services.

The initiative has received early support from key members of the Legislature and is expected to be placed on the House agenda for consideration in the coming days.
