
MONROVIA โ The House of Representatives (HOR) has mandated its committees on Investment & Concessions, Banking & Currency, and Judiciary to review a set of strategic agreements submitted for ratification by President Joseph Nyuma Boakai, Sr.
The agreements, which include a Strategic Partnership Agreement between the Government of Liberia and Afriland First Holding, a Shareholders Agreement, and the Articles of Incorporation of the Liberia Corporation for Strategic Investment (LCSI), seek to promote economic growth and sustainable development across the country.
According to the submission, the partnership aims to foster entrepreneurship, economic empowerment, and investment opportunities that benefit Liberians, with a particular emphasis on women and childrenโs welfare.
Afriland First Holding SA, registered in Lomรฉ, Togo, is expected to collaborate with the Government of Liberia under this arrangement.
A statement issued on Thursday, May 20, 2025, by the Houseโs Press Bureau, indicate that the committees will scrutinize the agreements to ensure they align with national laws and economic priorities.
Further deliberations are expected in the coming weeks as the committees carry out their investigations and report their findings to the House for final consideration.

has cited Mr. Assad Fadel, Chief Executive Officer (CEO) of Mano Manufacturing Company, to appear at a public hearing scheduled for Wednesday, May 28, 2025, at 11:00 a.m.
Fadelโs appearance forms part of the Committeeโs ongoing national review process of all concession agreements operating within the Republic of Liberia.
The purpose of the hearing is to consolidate key information regarding the companyโs achievements, current operational status, future outlook, and overall adherence to the terms and spirit of its concession agreement with the Government of Liberia.
As part of preparations for the hearing, the Committee through the Office of the Chief Clerk has requested Fadel to submit the following documents on or before Monday, May 26, 2025:
* A copy of the companyโs concession agreement;
* A detailed report on total contributions to government, including taxes and social security;
* A report on contributions to the public, particularly in terms of corporate social responsibility initiatives;
* Documentation of total taxes waived for the period FY 2017โ2024;
* A comprehensive performance report comparing actual deliverables versus obligations stated in the concession agreement.
The Committee, under the leadership of its Chairman, Rep. Foday E. Fahnbulleh reaffirms its commitment to accountability, transparency, and equitable enforcement of investment and concession policies, as part of a broader effort to ensure that all concessionaires are meeting their obligations to both the government and the Liberian people.
