
Paynesville โ The Youth Focal Person in the Office of the Paynesville City Mayor has successfully participated in an International Seminar on Public Administration and Modern Governance in Beijing, China.
Lawrence Dayougar is one of 20 Liberians selected from various ministries and agencies to attend the training, which lasted for two weeks.
The seminar was organized by the Academy of International Business Officials (AIBO) through the Ministry of Commerce of the People’s Republic of China.

The seminar, which began on June 12, 2025, was focused on sharing knowledge and experiences in governance, public administration, and development strategies.
The seminar offers Liberia a chance to strengthen its governance sector by exposing public servants to new ideas and practical approaches used in other parts of the world.
The Liberian delegation was led by Mr. George Thomas Marshall, Assistant Minister for Special Services at the Ministry of State for Presidential Affairs. He was supported by Prince Menkalo Gbieu, Chief of Staff in the Office of the Vice President.
As part of the seminar, the participants visited Langfang City, where they took part in the World Cross-Border E-Commerce and Trade Conference.
The event brought together leaders from over 50 countries and highlighted industries such as artificial intelligence, robotics, and logistics.

The team also traveled to Xiamen City in Fujian Province. There, they toured the Jimei economic zone and visited major Chinese companies, including Fuquan Steel, AIforceteh, Suntar Technology, and New Energy BAIC Automotive.
According to Lawrence and his colleagues, the training is expected to help improve service delivery, youth development, and policy planning in Liberia.
AIBO is a Chinese government training institution under the Ministry of Commerce. It was founded in 1980 and is located in Beijing.
Meanwhile, at the completion of the seminar, participants received advanced certificates in Public Administration and Modern Governance.
