Dr. Louise M. Kpoto, Minister of Health of Liberia and H.E. Mr. Manoj Bihari Verma, Ambassador of India signed the agreement on behalf of their respective countries

MONROVIA – The Embassy of India in Monrovia is pleased to announce the signing of a Memorandum of Understanding (MoU) on Cooperation in the Field of Pharmacopoeia between the Indian Pharmacopoeia Commission (IPC), Ministry of Health and Family Welfare, Government of India, and the Ministry of Health, Government of the Republic of Liberia.

The MoU was formally signed on December 11, 2025, at the Ministry of Health in Monrovia by H.E. Mr. Manoj Bihari Verma, Ambassador of India to Liberia, on behalf of the Indian Pharmacopoeia Commission, and H.E. Dr. Louise M. Kpoto, Minister of Health of Liberia.

This agreement marks a significant step toward strengthening bilateral cooperation in public health, pharmaceutical quality standards, and regulatory collaboration. Under the partnership, Liberia will recognize the Indian Pharmacopoeia (IP) as one of its official standards for medicines, thereby enhancing quality assurance for pharmaceuticals manufactured in or imported into the country.

Key Areas of Cooperation

The MoU provides for collaboration in the following areas:

  • Use of the Indian Pharmacopoeia for authentication and quality testing of medicines imported from India;
  • Access to high-quality Indian Pharmacopoeia Reference Standards (IPRS) and impurity standards from the IPC at affordable cost;
  • Strengthening regulatory systems and supporting the development of safe, effective, and affordable generic medicines in Liberia;
  • Exchange of technical information and collaboration on pharmacopoeial monographs and emerging pharmaceutical technologies; and
  • Capacity building and technical support for regulatory authorities in both countries.

The agreement reflects India’s continued commitment to supporting Liberia’s public health objectives and deepening cooperation in the pharmaceutical sector through regulatory capacity building and technical collaboration.

The signing of this MoU further reinforces the warm and longstanding relations between India and Liberia and opens new avenues for cooperation in the health sector for the mutual benefit of both nations.
