Yin Chengwu, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Liberia and Foreign Minister Sara Beysolow-Nyanti

MONROVIA – The Governments of the Republic of Liberia and the People’s Republic of China have signed a 100 million Renminbi (RMB) Development Cooperation Agreement, reaffirming their shared commitment to strengthening bilateral relations and advancing Liberia’s national development priorities.

The agreement was signed on Friday, January 9, 2026, at the Ministry of Foreign Affairs in Monrovia and is intended to expand cooperation through the implementation of jointly agreed development projects aimed at promoting peace, stability, prosperity, and sustainable development across Liberia.

Signing on behalf of China, Yin Chengwu, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Liberia, described the agreement as a significant milestone in the evolving China–Liberia partnership. He expressed satisfaction with the progress of bilateral cooperation and emphasized the strategic importance of the new framework.

Ambassador Yin noted that the agreement will be aligned with Liberia’s national development agenda, including President Joseph Nyuma Boakai’s ARREST Agenda. According to him, priority will be given to projects that directly benefit ordinary Liberians, strengthen the country’s development foundations, and deliver long-term, sustainable impact.

He expressed confidence that the agreement would inject fresh momentum into Liberia’s development efforts and contribute meaningfully to improving the livelihoods of the Liberian people, while also deepening mutual trust and cooperation between the two countries.

On behalf of the Government of Liberia, Sara Beysolow Nyanti, Minister of Foreign Affairs, conveyed the gratitude of President Boakai and the people of Liberia to the Government and people of China for their continued partnership and support. She described the agreement as both timely and essential, particularly as Liberia intensifies efforts to accelerate economic recovery and social development.

Foreign Minister Nyanti emphasized that Liberia places high value on China’s development philosophy, which prioritizes people-centered growth and focuses on practical, results-oriented initiatives. She noted that this approach aligns closely with Liberia’s own aspirations to deliver tangible benefits to its citizens.

She further pledged the Government of Liberia’s full commitment to ensuring the effective and transparent implementation of the agreement, stressing that the resources provided will be utilized in ways that maximize impact and contribute to national development objectives.

The signing ceremony was attended by senior Liberian government officials, members of the diplomatic community, and representatives of both governments, underscoring the importance attached to the growing strategic partnership between Liberia and China.

The RMB 100 million Development Cooperation Agreement adds to a long history of collaboration between the two countries, particularly in infrastructure development, health, education, security support, and capacity building. Observers say the latest agreement signals renewed momentum in Liberia–China relations and reflects a shared determination to translate diplomatic ties into concrete development outcomes.
