
MONROVIA, Liberia — Criminal Court “A” at the Temple of Justice has issued a Writ of Subpoena Duces Tecum against the Clar Hope Foundation, ordering the organization to produce comprehensive financial records relating to its construction projects amid an ongoing government asset-tracing investigation.
The subpoena, issued on January 15, 2026, and signed by Roosevelt Z. Willie, mandates the foundation’s General Manager, Jackson P. Gbamie, along with his deputies, to appear before the court on Friday, January 23, 2026, at 10:00 a.m.
Under the court order, the Clar Hope Foundation is required to submit detailed documentation covering all funds received for its construction activities. These records include the identities of donors and contributing institutions, amounts received, dates of transactions, and relevant contact information. The court emphasized that the documents must be complete and accurate, as they form part of an ongoing judicial inquiry.

The Montserrado County Sheriff has been instructed to serve the writ and formally report to the court on whether the foundation complies. Judge Willie cautioned that failure to honor the subpoena could attract serious legal consequences, including contempt proceedings and possible sanctions.
The action stems from a petition filed by Edwin K. Martin, Chairman of the Assets and Property Retrieval Task Force. The Task Force is a government-mandated body responsible for investigating, tracing, and recovering suspicious or allegedly misappropriated public assets, both domestically and internationally.
This is not the first time the court has intervened in matters linked to the Clar Hope Foundation’s construction projects. On November 21, 2025, Criminal Court “A” issued a similar writ against the management of Building Materials Center (BMC). That earlier order compelled BMC’s general manager, authorized officers, and shareholders to submit construction contracts, payment vouchers, receipts, and bills of quantities associated with the Clar Hope Foundation project.

Legal experts explain that a Writ of Subpoena Duces Tecum is a powerful judicial instrument that compels an individual or entity to produce specific documents or tangible evidence relevant to a case. The Latin phrase duces tecum, meaning “bring with you,” underscores the obligation to physically present the requested materials before the court.
Observers say the latest subpoena signals heightened scrutiny of construction and development projects and reflects the government’s renewed emphasis on transparency, accountability, and the protection of public resources. As the matter proceeds, attention will focus on whether the Clar Hope Foundation complies fully with the court’s directive and what the disclosed records may reveal about the handling of construction funds.
