
MONROVIA — In his 2026 Annual Message to the Legislature, President Joseph Nyuma Boakai, Sr. highlighted security and justice reform as central pillars of his administration, presenting operational achievements in law enforcement, emergency response, and military welfare as evidence of progress, while acknowledging that sustaining these gains remains a significant challenge.
The President noted that 2025 saw expanded access to justice, enhanced criminal prosecutions, and targeted improvements to correctional and judicial facilities. “These measures reflect our commitment to reform, accountability, and results that improve the lives of Liberians,” Boakai said, emphasizing the need for performance-driven governance.
President Boakai, pointed to the Liberia Drug Enforcement Agency’s seizure of nearly 10 metric tons of illicit drugs and the arrest of more than 550 suspects as major milestones in the fight against narcotics trafficking.
The President also highlighted reforms in border management by the Liberia Immigration Service, aimed at tightening security while facilitating lawful migration. Experts caution, however, that the long-term effectiveness of these measures will depend on continued logistical support and oversight, particularly in light of persistent cross-border smuggling and migration challenges.

Emergency preparedness was another area of focus. Boakai noted that the Liberia National Fire Service received more than ten new fire engines and additional equipment, reflecting a strategic shift toward integrating disaster response and civil protection into the broader security agenda. Analysts describe this as an important step in modernizing under-resourced public safety infrastructure.
Military welfare and institutional stability also featured prominently. Renovations at Camp Jones in Margibi County and Camp Grant in Nimba County allowed for the relocation of over 600 soldiers, easing congestion at the Edward B. Kesselly Barracks in Monrovia.
Looking ahead, analysts say Boakai’s challenge will be to turn operational successes into lasting institutional reform.
By framing security and justice as the foundation of national development, the President is signaling that Liberia’s economic growth, political stability.
