Law Reform Commission Chair/CEO, Cllr. Bornor M. Varmah and IMF-Liberia Resident Representative, Joel Chiedu Okwuokei

MONROVIA The Chairman and Chief Executive Officer (CEO) of the Law Reform Commission (LRC) of Liberia, Cllr. Bornor M. Varmah and Resident Representative of the International Monetary Fund (IMF) – Liberia, Joel Chiedu Okwuokei, on Tuesday, February 17, 2026, held collaborative discussions on pertinent issues that focused on Anti-Graft Legislations currently before the Legislature of Liberia. The meeting was held at the offices of the LRC in Mamba Point, Monrovia.

According to LRC Chair/CEO, Cllr Varmah, recently the IMF Resident Representative to Liberia, Mr. Joel Chiedu Okwuokei sought audience through an official missive informing him about discussion he wanted with the LRC to discuss some pertinent issues that the IMF is concerned about, such as the anti-graft legislations that are currently before the Legislature.

Law Reform Commission Chairman/CEO, Cllr. Bornor M. Varmah disclosed that the meeting went very well on Tuesday morning at the offices of the LRC, where he and IMF Resident Representative talked about forging collaboration between the LRC and IMF – Liberia Office that he heads.

The LRC Chair/CEO, Cllr. Varmah averred that he and IMF Liberia boss also talked about collaboration that will engender capacity building support to the LRC through training that comes in from the Government of Liberia. “We talked about regular engagement between the LRC with IMF in looking at some of the related areas– that is what they are concerned about. We talked about the proposed amendment of the Central Bank of Liberia (CBL) Act and what role the LRC can play,” Cllr. Varmah further disclosed.

According to the LRC Chair/CEO, the IMF Resident Representative, Joel Chiedu Okwuokei, is hoping to do a follow-up with him on the discussions held today, Tuesday February 17, 2026, and how they can harness each other’s roles in helping the IMF program in Liberia.

Cllr. Varmah also iterated that one of the critical discussions of their meeting, centered on the proposed amendment on the publication of ASSET DECLARATION FORMS by the Liberia Anti-Corruption Commission (LACC), where the LRC Chair/CEO assured the IMF Resident Representative that indeed the Law Reform Commission supports that as well and further assured him LRC is working with the LACC and the Legislature to ensure that is passed into law.

Concluding, Cllr. Bornor M. Varmah, LRC Chairman/CEO divulged that the IMF takes note of the fact that the Law Reform Commission is the independent arm of Government that leads all law reform processes in Liberia.

Background

The International Monetary Fund (IMF) currently supports Liberia to implement economic reforms under the Extended Credit Facility approved in September 2024. In this regard, the Resident Representative of IMF-Liberia, Joel Chiedu Okwuokei, sought audience with the Chairman and Chief Executive Officer (CEO) of the Law Reform Commission (LRC) to discuss a time sensitive program that involves the Law Reform Commission, which has the statutory mandate to lead all law reform processes in Liberia.
