
MONROVIA – The Executive Director of the Office for the Establishment of the War and Economic Crimes Court of Liberia (OWECC-L), Dr. Cllr. Jallah Allen Barbu is calling on Civil Society Organizations (CSO) to cultivate a culture of dialogue and cooperation among them to enhance their impact.

Speaking at the European Union one workshop at the EU headquarters in Monrovia, on today, February 17, 2026, Dr. Cllr. Barbu said CSOs should focused on creating an enabling environment for the society and its people.
Dr. Cllr. Barbu mentioned the critical role of civil society in promoting justice and accountability in Liberia, particularly through initiatives led by the Liberia Massacre Survivors Association (LIMASA).

According to Dr. Cllr. Barbu over the years, LIMASA has actively advocated for the full implementation of the Truth and Reconciliation Commission (TRC) report recommendations, including establishing a war crimes court.
Dr. Barbu highlighted recent successes, such as the identification of 90 massacre sites across Liberia and collaboration with various stakeholders to memorialize victims.

He is calling for continued international support and engagement to foster a robust legal framework that ensures human rights and addresses historical injustices.
This workshop addresses the EU’s six enabling principles for CSOs, focusing on the need for respect for fundamental freedoms, a supportive legal environment, and social cohesion.

The event attracted notable figures, including Nona Deprez, Head of the EU Delegation, government officials, and representatives from various civil society and women’s organizations, underscoring a collective commitment to justice and democratic principles in Liberia.
