Conference of Harbour Masters and Port Security Officers

MONROVIA – The National Port Authority (NPA) in collaboration with Canterpaner, has proudly inaugurated the 10th Annual Conference of Harbour Masters and Port Security Officers under the auspices of the Port Management Association of West and Central Africa (PMAWCA). Running from July 1 to 3, 2025, in Monrovia, this significant event gathers over 150 delegates from 20 countries, marking a pivotal moment in Liberia’s maritime history.

The conference celebrates Liberia’s return as a leader in regional maritime cooperation after enduring years of institutional decline and a suspension from PMAWCA. Managing Director of the National Port Authority, Sekou A. M. Dukuly, emphasized the honor of hosting esteemed delegates, including Mr. Jean Marie-Koffi, Secretary General of PMAWCA, and Mr. Ndi Bertrand, President of the PMAWCA Harbour Masters and PFSOs Network.

“The presence of each delegate here today reaffirms the confidence and trust placed in Liberia, one of PMAWCA’s founding members,” said Dukuly. “This gathering transcends routine engagement—it signifies Liberia’s renewed commitment to regional cooperation, maritime safety, and port security.”

Under the theme “Artificial Intelligence and Digitalization in Port Operations,” the conference underscores Liberia’s dedication to smart port development and the potential for collaboration. Participants will explore innovations that enhance efficiency and security in port systems, promising immediate economic benefits, increased visibility for Liberia’s ports, and potential long-term investment.

During the opening ceremony at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Deputy Minister for Land and Rail Transport, Rodulph G. Natt, highlighted the importance of integrating safety and security within port infrastructure, stating that “in today’s globalized economy, ports are vital nodes in global logistics chains.”

The gathering also serves a diplomatic role, transforming the narrative around Liberia from one of dysfunction to leadership and capability. With a focus on enhancing collaboration among ports in West and Central Africa, attendees discussed the critical importance of harmonizing security protocols, especially in light of the economic challenges posed by the COVID-19 pandemic.

“Ports are more than transit points; they are key to unlocking economic potential in our region,” remarked Minister Natt. He emphasized that enhancing port security and safety measures will empower West and Central Africa to compete robustly on the global stage.

As the conference unfolds, participants will address key challenges facing the region, including energy transition, the management of hazardous materials, and the need for technological innovation. The importance of fostering young talent in maritime professions through opportunities for cadets will also be a point of discussion, ensuring a legacy of skilled professionals in the sector.

In closing, Mr. Ndi Bertrand, President of the Harbour Masters and PFSOs Network, reiterated the significance of this annual meeting, calling it a platform for coordination and collaborative action toward secure and resilient port management.
