President Boakai has appointed Mr. Samuel Stevquoah as his new Chief of Staff

MONROVIA – President Joseph Nyuma Boakai has officially elevated Samuel A. Stevquoah from his previous role as Minister of State Without Portfolio for Special Services to the distinguished position of Minister of State for Presidential Affairs, filling the vacancy left by the late Sylvester M. Grigsby. This well-considered appointment spotlights both continuity and confidence at the heart of the Boakai Administration.

The Executive Mansion terms it as a “critical appointment” that “highlights the President’s commitment to ensuring dynamic, effective, and principled leadership at the highest levels of government.”

Remembering a Legacy: Sylvester M. Grigsby

Ambassador Sylvester M. Grigsby, who recently passed on August 9, 2025, at age 74, was much more than a presidential colleague — he was a pillar of integrity, a skilled diplomat, and a trusted adviser to both President Boakai and former President Ellen Johnson Sirleaf. During his tenure, Grigsby played a pivotal role in implementing the administration’s ARREST agenda and helped establish the War and Economic Crimes Court within his first months in office.

His lifelong dedication to national service—from ambassadorial assignments to ministerial leadership—earned him deep respect across political lines.

The Right Choice: Samuel Stevquoah’s Rise

Before his appointment, Mr. Samuel A. Stevquoah, who was seen as the “Cabinet Favorite,” for this post, is lauded for his selfless demeanor, effective leadership, and steady execution — especially when he stepped in for Grigsby and accelerated key governance matters, including anti-corruption initiatives.

Previously, Stevquoah served as Chief of Staff to then–Vice President Boakai under President Sirleaf for 12 years, a role that helped cement a foundation of trust and collaboration between the two.

Internal Dynamics and Political Context

The Executive Mansion reportedly housed three informal factions:

  • One led by the late Grigsby and Ms. Haja Mamaka Bility (who acted as Minister of State for Presidential Affairs before Stevquoah was annouced),
  • A second aligned with National Security Advisor Mr. Kofi Woods, including Mr. Nathaniel Kwabo, Mr. Morley Kamara, and Cllr. Bushuben Keita, and
  • A third group consisting of Stevquoah alongside Dr. Augustine Konneh and Ms. McDella Cooper, which was seen as flexible depending on situations.

Despite internal competition and external speculation—including nominations of outsiders like Henry Pedro Costa, Reverend Luther Tarpeh, Amin Modad, and Dr. Emmet Dunn—President Boakai ultimately chose Stevquoah, signaling a preference for seasoned familiarity and unwavering competence.

Congratulations and Perspective

Congratulations to Mr. Samuel Stevquoah on this well-earned promotion — a testament to his loyalty, capability, and the faith President Boakai places in him. In stepping into this role, he is positioned to uphold the high standards laid down by the late Grigsby while bringing his own steadfast leadership to the fore. Stevquoah’s elevation underscores a broader theme: leadership grounded in integrity and institutional memory is not only valued but critical for Liberia’s path forward.
