
MONROVIA – Ministry of Foreign Affairs has announced that Cllr. Deweh E. Gray, Deputy Minister of Foreign Affairs, has been appointed as the new Resident Representative of the Economic Community of West African States (ECOWAS) to the Republic of Togo.
The appointment follows a competitive vetting process conducted by ECOWAS, after Liberia, under the leadership of Foreign Minister H.E. Sara Beysolow Nyanti, submitted three nominees for consideration. Cllr. Gray emerged as the successful candidate, with her selection officially confirmed through agrément on June 28, 2025.
Foreign Minister Nyanti hailed the appointment as a milestone achievement for both Cllr. Gray and Liberia’s standing within the regional body.
“Deputy Minister Gray has demonstrated unwavering commitment, professionalism, and dedication to Liberia and to regional integration. Her appointment is not only a personal honor but also an affirmation of Liberia’s continued contribution to advancing ECOWAS’ vision,” Nyanti said.
In her new role as ECOWAS Resident Representative in Lomé, Togo, Cllr. Gray will work closely with the Togolese government to strengthen cooperation in peace and security, economic development, and the promotion of democracy and good governance across West Africa.

Profile of Cllr. Deweh E. Gray
Cllr. Gray is a seasoned Liberian lawyer and diplomat with years of service in both the legal and foreign service sectors. Prior to her appointment as Deputy Minister of Foreign Affairs, she served in several senior capacities within the Ministry, including as Legal Advisor and as one of the longest-serving diplomats at the Ministry’s Legal Affairs Department.
She is widely respected for her expertise in international law, treaty negotiations, and governance issues, and has represented Liberia at multiple regional and global forums. Beyond her legal and diplomatic career, Cllr. Gray has also been a lecturer at the Louis Arthur Grimes School of Law, mentoring young Liberian lawyers.
Her appointment to ECOWAS marks another chapter in her distinguished career and strengthens Liberia’s footprint in regional institutions.

The Ministry described Gray’s elevation as a reflection of Liberia’s growing diplomatic visibility and renewed credibility on the international stage. It also thanked the ECOWAS Commission for entrusting a Liberian diplomat with such a significant responsibility.
This development adds to Liberia’s recent gains in international representation, signaling what officials describe as the country’s reemergence as a trusted partner in regional and global affairs.
