MONROVIA – The Supreme Court of Liberia has issued a writ summoning key individuals and judicial actors over a disputed diamond mining operation in Gbarpolu County.

The case arises from a Bill of Information filed by Cllr. Frank Musa Dean, Jr., former Minister of Justice, now acting as Informant, concerning Claim #12F/Survey in the Smith Town diamond region.

The writ, signed by Clerk Sam Mamulu, requires the appearance of:

  • Judge J. Boima Kontoe, Assigned Circuit Judge, 6th Judicial Circuit
  • The Sheriff, Civil Law Court, Montserrado County
  • T. David Sluward and Abraham Kamara, Class “C” mining license holders
  • Mohammed Kamara (“JR”), Smith Town, Gbarma Statutory District

The matter seeks judicial clarification on ownership disputes, alleged illegal mining, and procedural irregularities in license issuance.

The Full Bench of the Supreme Court, including Chief Justice Yamie Quiqui Gbeisay, Sr., and Associate Justices Jamesetta H. Wolokollie, Yussif D. Kaba, Ceaneh D. Clinton Johnson, and Boakai N. Kanneh, will hear the case on October 13, 2025, at 10:00 a.m. at the Temple of Justice, Monrovia.

Legal experts highlight the case’s significance for governance of natural resources, mining regulations, and public accountability, noting its potential to set important precedents in Liberia’s diamond sector oversight.
