
MONROVIA, LIBERIA — The pro-democracy and civic advocacy group, Green Revolution of Liberia, has lauded the Director-General of the National Social Security and Welfare Corporation (NASSCORP), Dewitt vonBallmoos, for his election as Chairman of the International Social Security Association’s (ISSA) Technical Commission on Contribution Collection and Compliance.
In a statement issued on Monday, October 13, 2025, in Monrovia, Green Revolution described vonBallmoos’ election as “not just a personal triumph, but a strategic victory for the global movement toward social justice, dignity, and inclusive public protection.”
“In a world where inequality and insecurity exact a daily toll on vulnerable communities, your stewardship of the ISSA arrives at a decisive moment,” the group said. “We recognize in your leadership a rare union of technical competence, progressive vision, and ethical conviction — qualities we applaud and celebrate.”

A Milestone for Liberia
The group noted that vonBallmoos’ elevation to the top global social security body represents a major milestone for Liberia’s social protection system and positions the country as a key player in shaping international standards on social security reform.
“As a civic movement committed to democratic renewal and people-centered development, we see your appointment as a signal that the global conversation on social protection is moving toward approaches that prioritize human dignity, community resilience, and structural reform,” the statement added.
Green Revolution further expressed hope that under vonBallmoos’ leadership, ISSA will advance policies that:
- Expand universal social protection to reach informal workers, women, youth, and rural communities;
- Integrate social security with job creation, livelihood support, and climate resilience;
- Promote transparency and citizen participation in the delivery of social programs; and
- Strengthen international cooperation to help low-income countries build resilient social safety nets.
Liberia’s Own Example
According to the group, Liberia’s own experience has shown that social protection goes beyond cash transfers and insurance — it is a political and developmental project requiring courage, vision, and solidarity.

“We believe your leadership can help shape a global agenda that recognizes the structural drivers of exclusion and advances bold, evidence-based reforms,” Green Revolution said.
The group pledged its support to vonBallmoos’ global agenda, promising to share Liberia’s grassroots experiences and contribute to knowledge exchange, policy dialogue, and pilot programs linking social security with inclusive economic empowerment.
“We celebrate your election and look forward to the positive change your leadership will bring to millions who depend on fair and effective social systems,” the statement concluded.
Liberia’s NASSCORP Chief to Lead Global Social Security Commission
Mr. vonBallmoos was elected Chairman of ISSA’s Technical Commission on Contribution Collection and Compliance during the World Social Security Forum held in Kuala Lumpur, Malaysia, on October 3, 2025, for a three-year term running from 2026 to 2028.
His election was confirmed by ISSA Secretary General Marcelo Abi-Ramia Caetano, following a unanimous endorsement by the ISSA Bureau on the recommendation of ISSA President Dr. Mohammed Azman bin Aziz Mohammed.

The Technical Commission oversees global standards on social security financing, including contribution collection, fraud prevention, compliance, and fund sustainability. It also advises member institutions on innovative strategies to enhance coverage, transparency, and efficiency.
As Chair, vonBallmoos will coordinate collaboration between ISSA’s various technical bodies and nominate Vice-Chairpersons to ensure regional and gender balance within the Commission by January 2026. He will also lead preparations for the 20th ISSA Forum for Technical Commissions, scheduled for early 2026.
Under his leadership, the Commission will advance the implementation of ISSA’s Guidelines on Contribution Collection and Compliance and Guidelines on Error, Evasion, and Fraud, and will oversee studies on emerging issues such as digital contribution tracking, platform-based employment, and risk-based compliance systems.
VonBallmoos’ election, observers say, represents a global vote of confidence in Liberia’s social protection system, placing the country at the center of international discussions on social security reform and compliance.
His three-year term runs until 2028, when the current triennial cycle of the Technical Commission concludes.
