MONROVIA – The Plenary of the House of Representatives has mandated its Committees on Judiciary and Good Governance to review and report on a draft bill titled: โ€œAn Act to Prohibit Active Government Officials from Serving on the Boards or Management of Any Public Institution, and to Establish a Framework for Independent Supervision and Transparent Oversight.โ€

The proposed legislation seeks to establish clear governance protocols for public institutions governed by boards, ensuring accountability, independence, and efficiency in the management of state entities.

The draft bill was submitted on Tuesday, during the Houseโ€™s 1st Day Sitting of the 3rd Quarter of the 2nd Session, by Hon. Anthony F. Williams, Representative of Maryland County Electoral District #2.

In his communication to Plenary, Hon. Williams outlined five key objectives the bill aims to achieve to enhance institutional integrity and good governance:

Effectiveness, Quality Oversight, Accountability, and Transparency โ€“ Ensuring operations and decisions across public institutions are efficient, well-supervised, and transparent.

Conflict of Interest Prevention โ€“ Establishing clear legal boundaries to prevent public officials from making decisions that could benefit their personal interests.

Elimination of Double Payments โ€“ Preventing individuals from receiving multiple compensations for similar roles, thereby promoting fairness and prudent use of public funds.

Job Creation โ€“ Promoting institutional independence that will open opportunities for new employment and professional engagement.

Creation of Funding Opportunities โ€“ Empowering independent board members to advocate for financial and developmental resources in a transparent and accountable manner.

Following deliberations, Plenary voted to mandate the Joint Committees to conduct a comprehensive review of the proposed legislation and submit findings and recommendations within two weeks.
