Monrovia — The Criminal Court “C” at the Temple of Justice has ordered the immediate arrest of several senior executives of Sky International Insurance Company for criminal contempt of court, after the firm allegedly failed to produce a defendant for whom it issued a criminal appearance bond.

The order, signed by Judge Ousman F. Feika, followed the company’s repeated failure to present defendant Francis P. T. Kollie before the court in the ongoing case, Republic of Liberia, by and through Beatrice K. Rosario, versus Francis P. T. Kollie, which involves charges of Theft of Property and Misapplication of Entrusted Property.

According to the court’s records, multiple notices of assignment were served on Sky International Insurance, but the company “failed and refused” to ensure the defendant’s appearance — a clear violation of its legal obligation as a bond guarantor.

Judge Feika therefore held the company in contempt and issued a Writ of Arrest for its General Manager, Comptroller, Accountant, and other senior officers. The writ mandates that the executives be apprehended and brought before the court to “show cause why they should not be held in contempt.”

The court further warned that if the insurance company fails to either produce the defendant or pay the full bond amount, its officers will be detained at the Monrovia Central Prison until compliance.

In a sweeping move, the court also issued a Closure Order against Sky International Insurance, directing the Sheriff of Criminal Court “C,” Captain Tina G. Noring, to shut down the company’s offices, lock and chain all entrances, and post public notices declaring the institution closed by court order.

Judge Feika described the company’s conduct as a “deliberate obstruction of justice and a defiance of the court’s authority.” Both the Writ of Arrest and Closure Order were issued and signed on October 22, 2025, under the official seal of Criminal Court “C.”
