
MONROVIA, Liberia — Monrovia City Mayor John Charuk Siafa has commended Caine Prince Andrew, Director General of the Economic Management Directorate at the Monrovia City Corporation (MCC), for representing the city at the 2025 Local Government Property Tax Conference in Cotonou, Benin, held October 28–29.
The conference—co‑hosted by the Local Government Revenue Initiative (LoGRI), the African School of Economics, and Benin’s Directorate General of Taxation—brought together local government leaders, policy experts, and fiscal administrators from across Africa to discuss strengthening property‑tax systems, improving compliance, and building public trust in municipal governance.
Mayor Siafa said Andrew’s engagement “demonstrates Monrovia’s commitment to the ARREST Agenda and the City of Monrovia’s Strategic Plan for Municipal Revenue Growth,” noting that improved revenue mobilization underpins better services and infrastructure. “I commend Mr. Andrew for his active participation in knowledge exchanges and for exploring innovative tools and strategies that will advance our broader vision of transforming Monrovia into a modern, resilient, and prosperous capital city,” Siafa said. He reaffirmed the city government’s dedication to strengthening municipal finance and deepening partnerships with regional and international institutions to advance urban development across Liberia.
