
MONROVIA – By directive of the Joint Committee on Ways, Means, Finance and Budget, and in line with protocols guiding the preparatory stages of the Draft National Budget for Fiscal Year 2026, the Legislative Budget Office (LBO) has officially cited all Financial Comptrollers of Spending Entities across the eleven sectors of the national budget to a one-day strategic working session on Tuesday, November 18, 2025, 10:00 AM at the Ellen Johnson Sirleaf Johnson Ministerial Complex in Congo Town.
The engagement forms part of ongoing efforts to ensure a coordinated, transparent, and accountable budget scrutiny process before the commencement of the formal national budget hearings.
The Pre-Budget Working Session will focus on key thematic areas, including:
1. Compliance Review of Previous Fiscal Periods
o Assessment of adherence to approved budget ceilings
o Review of expenditure frameworks and financial reporting
o Identification of compliance gaps and corrective institutional measures
2. Evaluation of Revenue Sources
o Domestic revenue mobilization and performance trends
o External financing (grants, loans, donor support)
o Off-budget revenue streams and their implications
3. Sectoral Preparedness and Strategic Outlook for FY2026
o Alignment with national development priorities
o Institutional readiness, including digital capacity
o Proposed reforms to strengthen fiscal governance and accountability
All Financial Comptrollers are expected to prepare a maximum 10-slide presentation summarizing:
* FY2024โFY2025 budget execution highlights
* Revenue performance and projections
