MONROVIA – The House of Representatives has voted to repeal Article 11 of the Interim National Assembly Decree No. 8 of 1985, which established the Bureau of State Enterprises Authority (SEAL), paving the way for the creation of a modernized framework to govern state-owned enterprises in Liberia.

The decision was reached Tuesday, 25 November during the 12th Day Sitting of the 3rd Quarter of the 2nd Session, following the submission of a comprehensive report by the Houseโ€™s Joint Committee on State Enterprises & Autonomous Agencies, Judiciary, and Good Governance & Government Reform on the proposed legislation titled:

โ€œAn Act to Repeal Article 11 of the Interim National Assembly Decree No. 8 of 1985 Which Established the Bureau of State Enterprises Authority (SEAL).โ€

The proposed Act, submitted by the Chief Executive, seeks to restructure and strengthen the governance, accountability, and performance of state-owned enterprises (SOEs) by establishing the State-Owned Enterprises Authority of Liberia.

After an in-depth review and scrutiny of the proposed Act, the Joint Committee recommended that the House enact the legislation and forward it to the Liberian Senate for concurrence. The Committee emphasized that the updated law will modernize the oversight of SOEs, amend Title 30 of the Public Authorities Law, and replace outdated governance structures established in 1985.

In its concluding statement, the Committee noted:

โ€œAfter thorough scrutiny of the Act to repeal Article 11 of the Interim National Assembly Decree No. 8 of 1985 and to establish the State-Owned Enterprises Authority of Liberia, the Joint Committee hereby calls on plenary to accept this Act pursuant to the recommendations.โ€

Plenary endorsed the report following a motion for passage proffered by Lofa County Electoral District #4 Representative Hon. Gizzie Kollince. The Speaker has instructed the Secretariat to prepare and forward the engrossed bill to the Liberian Senate for its concurrence.
