-Montserrado Senator Asks Senate to commission sweeping audit to curb fraud, protect workers, and strengthen national security

MONROVIA — Montserrado County Senator Abraham Darius Dillon has asked the Liberian Senate to mandate the General Auditing Commission (GAC) to conduct a comprehensive audit of the country’s alien work permit regime, citing gaps that he says undermine the rule of law, worker protections, and the economy.

In a communication to the Senate Plenary, Dillon said the audit should map the full lifecycle of permits—issuance, renewal, and revocation—test controls, and flag irregularities. “This exercise will be in the best interest of workers, employers, and the broader economy,” he wrote.

Dillon wants the GAC to reconcile work‑permit records with the Liberia Immigration Service (LIS), the National Social Security and Welfare Corporation (NASSCORP), and the Liberia Revenue Authority (LRA) to spot discrepancies in worker status, permits, and employer registrations. He also called for checks on visa compliance by workers and recruitment agents, including potential overstays and unauthorized employment, and for verifying the authenticity of foreign workers’ credentials.

The senator said the audit should produce a reconciled, auditable dataset and recommend upgrades to credential management, data security, and privacy protections. He argued the review would “reinforce national security and economic integrity while safeguarding workers’ rights,” and urged colleagues to swiftly commission the GAC.

If endorsed by Plenary, the GAC would set the scope and timeline for the investigation. Dillon said he is confident the auditor will carry out the work “with diligence and professionalism,” adding that the findings could drive policy and enforcement reforms across labor and immigration systems.
