
The Green Revolution of Liberia, a pro-democracy and political advocacy group, under the leadership of its National Chairman and Gladiator, Manja Varney Gbassey Kromah, has sounded a loud alarm against what it terms as ‘state-sponsored terror against foreign investor’, making reference to the alleged act of National Port Authority (NPA) Sekou Hussein Dukuly of allegedly defrauding his Chinese business partner of about US$3 million and forcibly using gunmen to illegally evict him.
In a statement posted on its official Facebook page, the Green Revolution of Liberia says “We will not sit idle while government officials turn our country into a jungle of lawlessness, corruption, and investor betrayal.”
Quoting from local dailies, including The Africa Daily Newspaper, the pro-democracy and political advocacy group says “the publication has exposed what we consider a national disgrace—a report titled”: “NPA Boss Linked to Criminal Manoeuvre, Uses Gunmen to Evict Chinese Investor Illegally.”
Commenting further, the group says “This is not just an article. It is a declaration of war on investment, justice, and the rule of law in Liberia.”
“MD Sekou H. Dukuly, head of the National Port Authority, has crossed the line. His alleged actions against Chinese investor Mr. Yang Dan are not just criminal—they are tyrannical, barbaric, and a disgrace to the Boakai-Koung administration. While thousands of Liberians languish in joblessness, this regime’s own officials are allegedly hunting down and robbing foreign investors under the cover of darkness with guns and threats.
This is economic sabotage. This is state-sponsored banditry. We will not allow it!” – The Green Revolution of Liberia further intones.

According to the Green Revolution of Liberia statement, “Mr. Dukuly reportedly entered into partnership with Mr. Yang Dan to build a juice factory near the Po River. But when financial disputes emerged—due to the alleged failure of Dukuly to meet his obligations—Mr. Dan sought legal redress, as any civilized person would. Instead of respecting the law, Sekou Dukuly responded like a warlord.”
“On May 31, 2025, under the veil of night, he stormed the premises with armed police, brutalized the investor and his team, and forcefully evicted them without a single court order. This illegal operation reeks of criminal conspiracy, and we call it what it is: a violent economic coup against a legitimate investor.
Our Demands Are Non-Negotiable:
1. Immediate arrest and prosecution of MD Sekou H. Dukuly.
2. Sanctions and disciplinary action against all police officers who acted outside the law.
3. Immediate return of Mr. Yang Dan and his team to their business premises.
4. Full-scale investigation by the Ministry of Justice and the Liberia Anti-Corruption Commission.”
Concluding its statement the pro-democracy and political advocacy group laments that “Let the world hear us: Liberia is not a criminal zone. We will not let a few con-Artis to damage the image of our country.”
Meanwhile in response to the allegations, Mr. Dukuly has denied all allegations, declaring that the claims are a smear campaign intended to malign his character. He alleges that Yang Dan is the actual fraudster, having duped fellow Chinese investors and the company out of millions of dollars.
Dukuly claims that Yang misrepresented his ownership status in Duke Global Investment Limited—a Liberian-registered company—and defrauded several investors by offering bogus shares and partnerships. As a result, the company and several Chinese investors filed a criminal complaint against Yang with the LNP, leading to the ongoing case in court.
But in their complaint, the Chinese investors—Luo Wei, Bingli Guo, Chunmei Yin, Hong Yin, Wei Jing, and Lijun Ding—accuse Yang of masterminding a multi-million-dollar fraud scheme. They say Yang falsely claimed to be the majority shareholder in Duke Global and promised equity in exchange for large investments.
The complainants argue that Yang acted without the knowledge or consent of Mr. Dukuly and other Duke Global founders and misused company documents to perpetuate fraud.
The police, through Deputy Commissioner for Press and Public Affairs Cecelia Clarke, has confirmed that an investigation is underway into the complaint filed by Mr. Yang’s lawyers.
Meanwhile, pundits are urging President Joseph Boakai to relieve Mr. Dukuly of his duties at Managing Director of the NPA pending the outcome of the investigation. They say it does not seem good for Dukuly to be heading the NPA, the gateway of the Liberian economy and being accused of allegedly defrauding potential investors who want to invest in the country.
