MONROVIA, Liberia — The House of Representatives has endorsed a joint committee report directing the National Elections Commission (NEC) to immediately dissolve a Special Operations or Special Projects structure—known as SOPS—concluding it operates without legal basis and undermines the commission’s statutory chain of command and transparency.

The investigation was triggered by Sinoe County District #3 Representative Alex S. Noah, who questioned the legality and accountability of SOPS. The Joint Specialized Committee, led by the Committee on Elections and Inaugurations and co‑chaired by Judiciary, found SOPS is not authorized under the NEC’s establishing Act and functions as a parallel administrative system.

The House resolved that:

  • The NEC must immediately dissolve SOPS and cease operations under the structure.
  • The NEC must revert to its statutory administrative framework for all programs and projects.
  • The Committees on Elections and Inaugurations and Judiciary must conduct oversight and report back to plenary within 30 days on compliance.

The report warned SOPS posed “serious risks” to electoral credibility, partner confidence, and public trust in the NEC’s independence. Lawmakers said protecting institutional integrity at the NEC is essential to uphold the rule of law and democratic governance ahead of future electoral milestones.
