
UN HQs, New York — Liberia, speaking on behalf of the A3 group at the United Nations Security Council, has called for restraint, dialogue, and strict adherence to international law amid rising tensions surrounding developments in the Bolivarian Republic of Venezuela.
Delivering the statement at the UN Headquarters, Liberia’s Permanent Representative to the United Nations, Lewis G. Brown, addressed the Security Council on behalf of the A3 members—the Democratic Republic of Congo, Somalia, and Liberia—during an emergency session convened to discuss the evolving U.S.–Venezuela fracas.

Ambassador Brown commended the Security Council Presidency for promptly convening the meeting and congratulated Somalia on assuming the rotating presidency of the Council for the month. He also welcomed newly elected Council members and expressed appreciation for briefings provided by senior UN officials and civil society representatives.
The A3 delegation aligned itself with a recent communiqué issued by the African Union, expressing deep concern over reports of instability in Venezuela, including the alleged detention of President Nicolás Maduro and his wife, as well as reported incidents involving Venezuelan state institutions. According to Ambassador Brown, such developments pose serious risks not only to Venezuela’s internal stability but also to broader regional peace and security.

Reaffirming Africa’s long-standing diplomatic principles, the Liberian envoy stressed the A3’s unwavering commitment to the core tenets of international law, particularly respect for state sovereignty and territorial integrity as enshrined in the United Nations Charter.
“The full respect for sovereignty and territorial integrity of states remains essential for regional stability and international peace,” the A3 statement emphasized, underscoring that these principles are foundational to international cooperation and peaceful coexistence.

Ambassador Brown noted that the situation in Venezuela is complex and requires a response that is inclusive, nationally owned, and rooted in constitutional and institutional frameworks. He cautioned against external actions that could inflame tensions or undermine prospects for peaceful resolution.
According to the A3, a durable solution to the crisis can only emerge through constructive dialogue among Venezuelans themselves, with due respect for the aspirations, rights, and welfare of the Venezuelan people, supported—rather than dictated—by the international community.
The statement further expressed solidarity with the people of Venezuela and reiterated the African Union’s commitment to peace, stability, and mutual respect among nations and regions. The A3 urged all parties, both within Venezuela and internationally, to exercise restraint and responsibility, warning that escalation could threaten regional security.

Ambassador Brown concluded by affirming the A3’s readiness to work constructively within the Security Council and alongside regional partners to support efforts aimed at achieving a peaceful, inclusive, and lasting resolution to the Venezuelan situation.
Liberia’s intervention comes as the country continues to raise its diplomatic profile at the United Nations, reinforcing its commitment to multilateralism, peaceful conflict resolution, and the principles of international law during its tenure as a non-permanent member of the Security Council.
