PARIS — Liberia and France on Thursday, October 30th, signed a General Cooperation Agreement that renews and modernizes the framework for bilateral ties, capping a key milestone of President Joseph Nyuma Boakai’s state visit to Paris at the invitation of French President Emmanuel Macron.

Liberia’s Foreign Minister, Sara Beysolow-Nyanti, and France’s minister delegate to the foreign minister, Éléonore Caroit—responsible for Francophony, international partnerships and French nationals abroad—signed the accord the morning of Oct. 30, 2025, at the French Foreign Ministry.

Officials said the agreement widens cooperation across priority sectors, including education, agriculture, the environment, health, youth support and sports development, climate change and renewable energy, forestry and biodiversity, and water and sanitation.

Nyanti also thanked France for backing Liberia’s successful bid for a non‑permanent seat on the United Nations Security Council for the 2026–27 term. In turn, Caroit reaffirmed France’s “unwavering” support for Liberia during its tenure on the Council.

The signing underscores a recent push by both capitals to tighten economic and diplomatic links. Earlier this week, France’s ambassador to Liberia, Isabelle Le Guellec, said the new pact would replace a 1979 cooperation agreement concluded during a visit by President William R. Tolbert, updating the relationship to reflect current development priorities.

Both ministers welcomed the outcome of their talks and pledged to keep working together to strengthen friendship and cooperation “for the mutual benefit” of Liberians and French citizens, as Liberia prepares to take up its Security Council seat in January 2026.
