Minister of Internal Affairs, Mr. Francis Saah Nyumalin

In a landmark event today, the Honorable Francis Sakila Nyumalin, Sr., Minister of Local Government, officially launched the National Decentralization Support Unit (NDSU) at the Ministry of Local Government’s Main Conference Room. This initiative aims to bolster the decentralization reforms across Liberia, emphasizing a comprehensive and collaborative approach among various government sectors.

The launch was attended by esteemed guests, including honorable ministers, agency heads, civil society organizations, and members of the media. Minister Nyumalin highlighted that the establishment of the NDSU marks a pivotal moment in Liberia’s decentralization journey, emphasizing that decentralization is a government-wide effort rather than the responsibility of a single entity.

“The Local Government Act of 2018 provides the necessary legal framework for political, administrative, and fiscal decentralization. However, we recognize that effective decentralization requires more than just laws—it demands strong coordination to align sector reforms,” Minister Nyumalin stated.

The NDSU will act as a central technical and coordination hub, facilitating collaboration among the Inter-Ministerial Committee on Decentralization (IMCD) and the Program Management Board (PMB). Its mandate includes providing technical support, monitoring decentralization progress, and promoting alignment with national priorities.

Minister Nyumalin called for active participation from all sector ministries, stressing that decentralization success hinges on integrating these reforms into planning and service delivery systems. He further urged President Joseph Nyuma Boakai to appoint the Local Government Fiscal Board, which is crucial for ensuring financial resources accompany devolved responsibilities.

The establishment of the NDSU signifies a shift towards coordinated action, aiming for tangible results in strengthening local governance and improving service delivery. Minister Nyumalin concluded the event by reaffirming the government’s commitment to a decentralized, inclusive, and resilient Liberia, declaring the NDSU officially launched. As Liberia embarks on this transformative path, the government seeks to empower local authorities and ensure that decentralization yields real benefits for its citizens.
