
MONROVIA, LIBERIA – Liberia’s social protection system has earned new international recognition as the Director-General of the National Social Security and Welfare Corporation (NASSCORP), Dewitt vonBallmoos, has been elected Chairman of the International Social Security Association’s (ISSA) Technical Commission on Contribution Collection and Compliance.
The election took place during the World Social Security Forum, ISSA’s triennial global gathering held in Kuala Lumpur, Malaysia, on October 3, 2025, bringing together ministers, policymakers, and social security leaders from over 150 countries.
Mr. vonBallmoos’ election to chair the Commission—one of ISSA’s most influential technical arms—marks a significant milestone for Liberia and Africa, underscoring his reputation as a reform-minded leader in social protection management and NASSCORP’s growing influence on the world stage.

Driving Global Standards on Social Security Financing
The Technical Commission on Contribution Collection and Compliance plays a critical role in setting global benchmarks for social security financing, compliance, and fraud prevention. It guides member countries in developing efficient and transparent contribution systems and ensures that international guidelines remain responsive to modern labor trends, including digital work platforms and informal sector dynamics.
As Chair, Mr. vonBallmoos will lead collaborative efforts among ISSA member institutions to strengthen collection systems, extend social coverage to vulnerable groups, and promote the use of digital and risk-based compliance tools to reduce errors and fraud.
He will also oversee the implementation and periodic revision of key ISSA Guidelines on Contribution Collection and Compliance, as well as ISSA Guidelines on Error, Evasion, and Fraud, ensuring alignment with broader global social protection goals.
A Strategic Role for Liberia on the Global Stage
In his new role, the Liberian social security chief will coordinate exchanges with other ISSA commissions—including those focused on Information and Communication Technology, Innovation, and Health Insurance—to harmonize approaches that improve governance, service quality, and sustainability within national systems.

Mr. vonBallmoos’ three-year tenure, which runs until 2028, will include overseeing the preparation of technical reports and field studies on emerging challenges such as platform-based employment and expanding coverage to self-employed workers. He will also nominate Vice-Chairpersons to ensure regional and gender balance within the Commission.
NASSCORP’s Leadership and Legacy
Mr. vonBallmoos’ election is widely viewed as both a personal and national achievement. Under his leadership, NASSCORP has transformed from a traditional benefits provider into a forward-looking institution championing digital transformation, compliance reform, and the diversification of social protection coverage in Liberia.
The Liberian Post notes that his new international role offers Liberia an opportunity to share its own experiences in post-conflict social security rebuilding while learning from global innovations in funding, governance, and inclusion.
