National Port Authority MD Sekou Dukuly

MONROVIA – The pro-democracy and rights advocacy group, Movement for the Promotion of Non-Violent Elections in Liberia (MOPNEL), has commended National Port Authority (NPA) Managing Director Sekou A.M. Dukuly and his team for implementing initiatives aimed at increasing revenue at the Freeport of Monrovia, Liberia’s main economic gateway.

In a statement issued by Secretary General Victor Diamond Walker, MOPNEL highlighted Dukuly’s efforts since taking office in early 2024, noting that he has steadily advanced the transformative agenda he unveiled upon assuming leadership.

Infrastructure and Security Upgrades

A key milestone, according to MOPNEL, was the restoration of lighting infrastructure at the port, ending years of operations under suboptimal conditions. “The restoration of lights addresses long-standing security and safety challenges,” the group said, emphasizing that it reflects the NPA’s broader reform and modernization efforts.

The advocacy group also praised the capacity-building programs for port security personnel, aimed at improving operational efficiency and reinforcing access control within the facility.

Strengthening Partnerships

MOPNEL welcomed Dukuly’s engagement with President Joseph Nyuma Boakai and APM Terminals Vice President Igor van den Essen to explore long-term partnerships, investments in port infrastructure, and workforce development.

Van den Essen highlighted APM Terminals’ commitment to training and upskilling local talent, including the recent graduation of Liberia’s first Marine Pilot, Sam Jabbah, capable of handling vessels at the Freeport. These initiatives, MOPNEL noted, aim to position the Freeport as a logistics hub for the Mano River Basin, aligning with Liberia’s ARREST Agenda.

Future Projects and Economic Impact

Looking ahead, MOPNEL praised the NPA for planning a US$3 million terminal at the Freeport, with construction set to begin in January 2026. The project is expected to enhance revenue generation, modernize port operations, and facilitate regional trade, strengthening Liberia’s economic framework and attracting foreign investment.

“MOPNEL hails the NPA management under MD Dukuly for elevating the Gateway of Liberia’s economy to a higher level, benefiting Liberians and the country at large,” the statement concluded. MOPNEL, a long-standing advocate for democracy and citizens’ rights, continues to recognize positive government initiatives while monitoring challenges affecting national development.
