MONROVIA – The Ministry of Youth and Sports (MYS), in collaboration with UNICEF, conducted a joint field assessment of the Action for Adolescent Development (A4AD) program on Thursday, June 19, in Grand Bassa County.
According to the Ministry’s statement, the assessment took place at the Ministry’s Youth Center and aimed to evaluate the progress of the A4AD program, which has been implemented from 2022 to 2025.

The visit was designed to take stock of achievements made thus far, review collaboration among sector actors, examine fiscal space and sustainability, and agree on necessary adjustments to improve program implementation. A key component of the assessment involved direct interaction with adolescents enrolled in the program, as well as with the four Thematic Leads overseeing various program areas.
During the interaction, the Thematic Leads acknowledged significant progress but raised concerns about the lack of essential materials, start-up kits for graduates, and stipends for themselves—factors they say have hindered the program’s momentum.

In response, Minister of Youth and Sports, Cllr. Jeror Cole Bangalu, expressed deep concern over the situation. “I feel a sense of guilt that these challenges persist,” he said. “As a government, we must take full responsibility. We cannot allow this vital program to collapse.”
The Minister emphasized the government’s commitment to supporting the efforts of UNICEF and enhancing services at the Youth Center. As an immediate intervention, he announced the provision of a generator and chairs to improve the center’s functionality. Furthermore, Minister Bangalu assured the Thematic Leads that he will advocate for their inclusion on the government payroll.

“This program is focused on adolescents, and the government must play a leading role in ensuring its success,” he added.
UNICEF Country Representative, Mr. Andy Brooks, commended both the learners and Thematic Leads for their dedication and transparency. He reaffirmed UNICEF’s commitment to a strong and effective partnership with the Ministry of Youth and Sports to ensure the continued impact and sustainability of the A4AD initiative.
