
Lagos, Nigeria — Today, the Acting President and CEO of the National Oil Company of Liberia (NOCAL), alongside Director King, a member of the NOCAL’s Board of Directors — who also heads the institution’s Corporate Subcommittee, led a high-level delegation on a strategic tour of the Lagos Deep Offshore Logistics Base (LADOL) in Lagos, Nigeria. The delegation included NOCAL’s Vice President for Finance and Investment, the Project Procurement Officer, and the Director of Exploration and Data Management.

This visit marks a critical step in NOCAL’s ongoing efforts to establish a world-class shorebase facility near the port city of Buchanan. As Liberia gears up for increased offshore oil exploration, the company is prioritizing infrastructure that will support upcoming drilling operations and position the country as a competitive destination for international exploration firms.
“The growing interest in Liberia’s offshore potential demands a strong logistical backbone. Our plan to establish a shorebase in Buchanan is both timely and strategic,” said the Acting President and CEO. “This facility will be vital to supporting exploration activities and attracting global operators to our waters.”

The proposed Buchanan shorebase will be designed to offer a comprehensive suite of services, including equipment maintenance and asset integrity, inventory and logistics management, waste disposal, fuel and chemical handling, and offshore communications support. It will also provide critical procurement and supply chain services to clients operating in the region.

The LADOL tour was intended to evaluate best practices in offshore support infrastructure and to assess the feasibility, strategic fit, and operational benefits of implementing a similar facility in Liberia. The delegation’s findings will inform key decisions on design, investment, and alignment with NOCAL’s broader mission of responsible resource development and stakeholder engagement.
As NOCAL continues to expand its operational capacity, the Buchanan shorebase stands as a cornerstone initiative—positioning Liberia to meet the logistical demands of offshore exploration while creating economic opportunities and fostering regional development.
