
In response to the growing volume of maritime traffic at the Freeport of Monrovia, the Management of the National Port Authority (NPA) has launched a strategic decongestion initiative aimed at easing pressure on APM Terminals Liberia.
As part of this effort, the NPA is assessing the operational readiness and potential utilization of the underused Lamco Mining Company (LMC) and Bong Mines Company (BMC) piers. These facilities are being considered as alternative berthing options to redistribute vessel traffic and improve efficiency at the Freeport.

Ongoing negotiations between the NPA and APM Terminals Liberia are focused on establishing a framework for the shared use of the LMC and BMC piers. This partnership is expected to benefit port users and stakeholders by reducing vessel wait times, improving service delivery, and optimizing overall port operations.
Speaking recently on the matter, NPA Deputy Director for Operations, Mr. Emmanuel Horton, disclosed that the Authority is also engaging China Union to explore the possibility of redirecting select vessels from APM Terminals to the BMC pier. According to Horton, this redirection will streamline vessel movements while maintaining service standards.

One of the operational upgrades under consideration is the installation of modern cargo-handling infrastructure, particularly the deployment of an excavator. Horton also commended the Government of Liberia for championing a broader modernization agenda, including plans to replace the outdated iron ore conveyor system with a flexible roll-on/roll-off platform. This shift would allow the BMC pier to accommodate multi-user operations, further enhancing capacity.

This government-led intervention is projected to reduce vessel traffic at the Freeport by as much as 35%. Of every six vessels currently anchored offshore, three could be processed at APM Terminals, with two redirected to the LMC and BMC piers. This redistribution is expected to significantly lower vessel turnaround times and reduce the high demurrage costs borne by importers and other port stakeholders.
