
In a caustic statement issued by the controversial Speaker of the House of Representatives, Rep. Richard Nagbe Koon categorically “rejects in the strongest term the judgment of the Supreme Court that former Speaker Koffa continues to be Speaker of the House of Representatives.”

Speaker Koon, who was very defiant in his statement on the opinion of the Supreme Court, dismissed the SC’s Wednesday, April 23rd ruling as a “flagrant violation” of the doctrine of the separation of powers.
“It should be recalled that Hon. Koffa was removed from the Office of Speaker of the House Representatives for reason of corruption, conflict of interest and mismanagement, which are prohibited by Article 90 of the Constitution and Rules 44 & 45 of the House of Representatives; and he was granted due process consistent with the 2007 Opinion of the Supreme Court in the case, Snowe v. House Representatives.”

The controversial Speaker insisted that Cllr. Koffa had been lawfully removed by a two-thirds majority of the full membership of the House in accordance with Article 49 of the Constitution and Rule 9(a) of the House’s own rules.

He reminded everyone that not one of the 50 representatives who allegedly signed and removed Koffa by a Resolution, has “ever filed a motion for reconsideration of that decision as is provided for by Rule 17.4(q) of the Rules of the House. As such this Resolution shall remain part of the records of the House of Representatives and no opinion or judgment of the Supreme Court can or will expunge or erase this Resolution from the annals of the House of Representatives.”
He accused the Court of “attempting to dictate to the House of Representatives who shall be its Speaker.”
