MONROVIA – Three Liberian senior corrections officers recently returned from a high-level training program in Morocco, conducted under the auspices of the Morocco General Delegation for Prison Administration and Reintegration (DG APR) and sponsored by the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL). The training center was in Tiflet, and the program ran from September 22 to October 3, 2025, at the DG APR National Training Center.

Liberian participation included officers from seven countries: Liberia, Ghana, Palestine, Jordan, Lebanon, Senegal, and host Morocco. The Liberian delegation presented a capstone project titled “Say No to Drugs,” a nationwide public-awareness campaign aimed at inmates, staff, and visitors in correctional facilities, with plans for broader implementation across facilities.

The Liberian team reportedly included:

  • Mr. Lawrence G. Bohlen, Assistant Director for Operations, Bureau of Corrections and Rehabilitation (BCR)
  • Ms. Florida Kulah Bakannah, Chief Training Officer, BCR
  • Mr. Moses T. Karmmee, National Trainer, BCR

The training aimed to strengthen corrections leadership, rehabilitation strategies, and international cooperation to improve Liberia’s prison administration and reintegration efforts. The Liberian team developed a capstone project that they presented on the final day of training, showcasing Liberia’s commitment to modernization and public-safety reform.

The exercise highlighted the importance of ongoing capacity-building to support Liberia’s corrections system and its alignment with international best practices.
