The Supreme Court of Liberia on the grounds of the Temple of Justice where the Judiciary sits

MONROVIA – The Liberia National Police (LNP), through its Special Investigation Unit (SIU) of the Crime Services Department, has formally charged two men in connection with a fake divorce documents scheme that allegedly defrauded a Bushrod Island woman and her husband of US$248.00.

Those charged are Folley D. Nailo, who allegedly impersonated a lawyer, and Sam Duncan, 25, of the Pipeline Community in Paynesville, who police say facilitated and prepared forged documents.

According to the police charge sheet dated January 5, 2026, the complaint was filed by Mrs. Hellen P. Jackson, 38, of Logan Town, Bushrod Island. Mrs. Jackson reported that she and her husband, Joseph N. Jackson, were deceived into paying money for divorce documents that were later discovered to be fraudulent.

Police investigations revealed that early in 2025, Nailo was introduced to Mrs. Jackson by a friend as a “good lawyer.” Nailo reportedly accepted US$248.00 as partial payment to process divorce documents for the couple. The transaction allegedly took place near the World Trade Center on Gurley Street in Monrovia.

Investigators later uncovered that Nailo is not a licensed lawyer and that the divorce documents provided to the Jacksons were fake. The documents were allegedly prepared by Sam Duncan, with Nailo signing one of them under the name “Cllr. Folley D. Nailo.”

The investigation further established that the signature of Cllr. Sam Mamulu, Clerk of the Supreme Court of Liberia, was forged on the documents. Police also noted that the Supreme Court of Liberia does not issue divorce documents and that the fake papers were falsely issued under the name of the Civil Law Court for the Sixth Judicial Circuit, Montserrado County.

Following the investigation, police charged Folley D. Nailo with Impersonating Officials, Forgery, and Theft of Property, in violation of relevant sections of the Revised Penal Law of Liberia. Sam Duncan was charged with Criminal Facilitation and Forgery.

Sam Duncan was arrested on December 28, 2025, on Gurley Street, Monrovia, by Detective Dennis Weah of the Liberia National Police. Both defendants are currently awaiting court trial as the matter proceeds through the judicial system.
