Monrovia – Former Commissioner and Chief Executive Officer of Liberia’s Maritime Authority has told the Inspector General (IG) of the Liberia National Police (LNP) that fingers have been pointed at him for the tragic death of Mr. Cletus Tweh Noah. Cletus, who died on Saturday, May 3rd, 2025, was the former Chief of Office Staff in the Office of former Finance and Development Planning Minister Samuel D. Tweah.

Former Maritime Commissioner Lenn Eugene Nagbe wrote LNP IG Gregory Coleman on May 8, 2025, informing him that one “Mr. Cain Tozo”, who he said is the “brother of the deceased”, on May 7, 2025, contacted him “via WhatsApp and made a number of outrageous accusations, suggesting among other things, that I along with former Finance Minister Samuel D. Tweah,” killed Cletus. According to Nagbe, Tozo further stated that he and Tweh didn’t commit the alleged crime alone but were allegedly helped by “henchmen,” who were probably never named by the deceased brother.

He began his letter to IG Coleman: “I write to formally request a preliminary investigation, to establish the existence of foul play, if any, into the recent death of Mr. Cletus Noah, who reportedly passed away on 4 May 2025. His death, which is deeply distressing, has now become a source of a personal attack on my character by the brother of the deceased, Mr. Cain Tozo.”

Nagbe further told the police chief: “Tozo went on to threaten me, saying that I should ‘wait for the burial’ and that ‘he is coming for me’.”

He went on to attach “screenshots and a transcript” of the WhatsApp conversation between the both of them. Unfortunately, The Liberian Post, couldn’t lay hands on those screenshots and transcript exhibit(s) in order to verify Nagbe’s allegation; however, this news outlet has seen the letter that the former Maritime Chief Executive did send to the Police IG.

“These allegations are both serious and damaging, not only to my reputation, but also present a threat to my personal safety and security,” he said.

Nagbe, who is now the Chief of Staff to former President George Weah, wants the truth to be established. “To ensure that the truth is established and to dispel any misinformation or suspicion, I formally request that the Liberia National Police (LNP) conducts a preliminary investigation into the death of Mr. Cletus Noah to determine whether or not there was in fact any foul play, let alone if I am implicated.”

He provided an international number for the police to use to contact Tozo, who had allegedly threatened his life for which he ran to the police for cover and “to ascertain the source(s) and veracity of his outlandish accusations levied against my person.”

Nagbe believes that a formal investigation by the LNP will not only help establish the facts but also provide much needed clarity and closure to the grieving family of Mr. Cletus Noah.

Samuel Tweah, who is the other person Nagbe alleges that Tozo had accused, posted on his Facebook page on May 6, 2025, a befitting tribute for his “friend”, Cletus.

“The birth-death conundrum continues its defiance of the human grasp. One a certain day we are born into an unknown world amid jubilation. Subsequently, on the most fated of days, we depart this unfathomable world amid ululation. The troubled space of time that bridges our coming and our going illuminates the human story- a story of smiles and frowns, of mirth and gloom, of triumphs and tragedies.

“And so, it is with me and my beloved comrade Cletus T. Noah. Today, May 6, 54 years ago in 1971, I was born amid the celebration of long deceased father and mother. My life cycles of ups and downs, joys and sorrows continue, barreling inevitably day by day toward that fateful end that I pray may not come soon.

“But today my beloved friend cannot, most regretfully, say the same. His fateful end has come far too soon! In the evening of May 3, 2025, he shockingly answered the roll call from up yonder, finally extinguishing the fires of joy and sorrow that we define as human life.

“Cletus T. Noah is dead. Bob Cle is gone. Skip is no more. Busted Bearing has ended his journey.”

However, this is not the first time for accusing fingers to be pointed at Samuel Tweah for the demise of a very close associate.

He was accused of being one of those directly responsible for the death of Emmanuel Barthan Nyeswa, the former Director General of the Internal Audit Agency (IAA). This allegation against him and others is yet to be substantiated.  

It was reported that Nyeswa fell from the upper floor of his two-storey residence located along the SKD Boulevard, Paynesville City, after he had returned from a social outing by 2 a.m.

Many Unsubstantiated Reports

Since Cletus’ passing, many unsubstantiated reports have been/are making rounds among former  acquaintances and family members about the deceased last days and moments.  

One report has it that for the last straight three or two weeks before his untimely passing, he had been invited back-to-back to the Liberian Government’s Asset Recovery Office to answer to alleged overseas’ transactions to Dubai. It is reported that those alleged financial transactions were under his name and that he kept telling that office that everything he had done in the line of his work, was instructed to him by the Finance Minister. Unfortunately, he’s dead now; he’s can’t clarify the “everything” if there are any dubious transactions to that Asian nation.

Another report says that on the day that he passed, one “black woman, who runs a restaurant” was the one with him in his house. And that she was the one who had reportedly rushed out of his house and told the security that their boss man had gone unconscious and that he needed to be rushed to a hospital. This alleged female acquaintance is yet to be identified. Should the police decide to honor the request of Nagbe, who is also a former Information Minister, maybe their probe will unearth the “truth” behind Cletus’ untimely death.
