Liberia's Women's Legislative Caucus

MONROVIA – The Women’s Legislative Caucus of Liberia (WLC) is deeply disturbed by recent reports of an alleged rape incident involving a Deputy Minister at the Ministry of Youth and Sports. This serious allegation has drawn national concern and calls for swift and just action.

“The Caucus strongly condemns any form of sexual and gender-based violence and expresses solidarity with the survivor of this deeply troubling incident.

“We view this matter with the utmost seriousness and are committed to ensuring that justice is pursued without fear or favor.”

The WLC is therefore calling on the Government of Liberia, through the Ministry of Justice, to launch an immediate, impartial, and thorough investigation into this case.

We urge all relevant authorities to ensure that due process is followed and that the rights of all parties, especially the alleged victim, are protected.

Furthermore, the Women’s Legislative Caucus demands that the survivor be placed in a safe home or protected environment where she can receive psychosocial support and remain shielded from intimidation, bullying, or undue influence during the course of the investigation. Protecting her well-being is paramount.

This case once again highlights the urgent need for robust mechanisms to address and prevent sexual violence in both public and private spaces. No one is above the law, and those who violate the rights of others—particularly women and girls—must be held accountable.

The Women’s Legislative Caucus of Liberia reaffirms its commitment to promoting justice, protecting survivors, and advocating for a society where women and girls can live free from violence and fear.

Meanwhile, the Association of Female Lawyers of Liberia (AFELL) has called on the Liberia National Police (LNP) to immediately arrest Deputy Minister McGill.

“We urge the police to speedily investigate this grave crime, by performing adequate analysis, conducting thorough examination, while utilizing a survivor-centered approach in all the processes, and forward the case to court for prosecution. Statutory Rape which is having sexual intercourse with a minor with or without consent is a grave offense under our law.

“With this, we are gravely concerned that from the time of the submission of the report, to the identification of the alleged perpetrator, the police is yet to establish probable cause to make an arrest.” AFELL’s delegation visited the Police on Monday,
September 15, 2025, and was dismayed at seeing the suspect loitering at the Police Station, and has not been arrested for Statutory Rape.

AFELL said it baffled them considering that the crime was reported to the police on September 2, 2025. “Information provided by the father of the survivor revealed that the medical report established that indeed the 14-year-old minor was sexually tampered with, which indicates that a crime was committed. It is worth noting that in cases of statutory rape, where the victim is underage, the consent of the victim is irrelevant, and evidence of the sexual act is sufficient for probable cause.”

“Considering that the medical report already in the possession of the police has established that the minor or survivor was sexually tempered with’, and the identification of the alleged suspect, is sufficient evidence to show probable cause as to the commission of the crime of Statutory Rape for which an arrest must be made while investigation is ongoing in keeping with the criminal procedure law and practices in this jurisdiction.”
