MONROVIA – The Liberia Land Authority (LLA) has launched its Five-Year Strategic Plan (2025–2029), outlining a bold roadmap aimed at strengthening land governance, promoting equitable access to land, and supporting national peace and development.
The launch, held over the weekend, marks a major milestone for an institution central to resolving Liberia’s long-standing and often complex land challenges—many of which remain a root cause of conflict, insecurity, and stalled development.
Plan Aligned with National Development Priorities
LLA Chairman Samuel F. Kpakio described the five-year framework as a continuation of previous strategic efforts, but with renewed focus and alignment with the government’s flagship development agenda—the ARREST Agenda for Inclusive Development (AAID).
“While advancing the implementation of the AAID, the plan remains firmly grounded in the LLA’s mandate to ensure effective, transparent, inclusive, and sustainable land governance,” Chairman Kpakio said. “This is essential for national stability and long-term socio-economic development.”
Kpakio stressed that land tenure security remains at the heart of the Authority’s work, noting that equitable access to land is vital for peacebuilding, national cohesion, and economic transformation.
Addressing Land Disputes and Strengthening Institutions
The Chairman reaffirmed the LLA’s statutory mandate, which includes developing land policies, managing land resources, and delivering reliable land services to the public.
He highlighted the Authority’s crucial work in resolving land disputes, many of which intensified during Liberia’s civil crises. Through its Alternative Dispute Resolution (ADR) mechanism, the LLA continues to provide peaceful and fair outcomes for communities and families entangled in longstanding land conflicts.
Key Priority Areas of the Strategic Plan
The 2025–2029 Strategic Plan identifies several priority interventions intended to modernize land administration, strengthen regulatory systems, and improve service delivery across the country. These include:
- Strengthening Land Governance and Policy Reform
- Enhancing Legal and Regulatory Frameworks
- Improving Land Administration Systems
- Advancing Land Use Planning and Management
- Delivering Efficient, Reliable, and Accessible Land Services
- Building the Capacity of LLA Staff
- Fostering Institutional and Organizational Development
The plan also emphasizes digitization, improved land records management, and the expansion of county-level land offices to improve accessibility for rural communities.
LLA Calls for Stronger Support From Government and Partners
Kpakio acknowledged that successful implementation of the plan will require robust financial, technical, and institutional support. He called on the Government of Liberia, particularly the Ministry of Finance and Development Planning, to prioritize sustained investment in land governance.
He also appealed to Liberia’s longstanding development partners—including UNDP, the World Bank, the European Union, and the Government of Sweden—to maintain their support for strengthening the sector.
“We appreciate their invaluable contributions,” he said. “Their continued partnership is crucial for translating the Strategic Plan’s priorities into meaningful and measurable outcomes.”
A Major Step Forward for Land Reform
The rollout of the new strategy comes at a time when Liberia is intensifying its push for sustainable development, improved infrastructure, and stronger local governance. Stakeholders say the LLA’s strategic interventions will be a cornerstone of national efforts to reduce land conflicts, enhance economic growth, and build durable peace.
As the country moves toward broader development goals, the LLA’s five-year plan positions the institution as a key driver of national stability and prosperity—ensuring that land resources benefit all Liberians, both now and in the years ahead.
