
CAPITOL HILL, Monrovia, Liberia — President Joseph Nyuma Boakai has declared that the construction of permanent public buildings is central to restoring Liberia’s dignity, institutional memory, and national pride, as he officially broke ground for the Ministry of Justice Complex on Capitol Hill.

Addressing government officials, legislators, security leaders, and members of the public, President Boakai reflected on Liberia’s long history of operating key ministries from privately owned structures, calling it a structural weakness that undermined stability, record-keeping, and national identity.

The President emphasized that public institutions require permanent, purpose-built homes to function effectively and preserve institutional continuity for future generations. He lamented the repeated relocation of the Ministry of Justice over the decades, describing it as costly, inefficient, and damaging to governance.

President Boakai linked the justice complex to a broader national vision of rebuilding Liberia through durable infrastructure that reflects the country’s status as Africa’s oldest republic. He stressed that development is not only about roads and services, but also about dignity, permanence, and pride in national institutions.

He further warned against substandard construction and shortcuts, insisting that the project must meet the highest quality standards. According to the President, Liberia must invest in structures that will endure for generations, rather than temporary solutions that quickly deteriorate.
The President also framed the justice complex as part of a larger effort to ensure that Liberia’s resources are managed wisely and invested in assets that directly benefit the people, particularly future generations.

The ceremony concluded with President Boakai officially breaking ground, signaling the start of construction on what officials say will become one of the most important institutional landmarks in modern Liberian governance.
