WASHINGTON, D.C./MONROVIA, Liberia – Liberian technology entrepreneur and innovation advocate Dr. Abraham P. Detrench Kallon is advancing an ambitious vision aimed at positioning Liberia and Africa at the forefront of global digital transformation through a series of technology, fintech, artificial intelligence, and innovation initiatives being developed under DePRO Global, DePRO Xchange, and the STEAMS I⁶ Ecosystems Framework (https://www.facebook.com/share/v/18rBBpbBWY/).
Kallon, who is based in Washington, D.C., serves as Founder and Chief Executive Officer of DePRO Global, an organization focused on digital transformation, technology innovation, artificial intelligence, cybersecurity, e-commerce, entrepreneurship, digital infrastructure, economic development, and workforce advancement.
According to Kallon, the long-term objective is to create interconnected innovation ecosystems capable of accelerating economic growth, digital inclusion, technological advancement, and sustainable development across Liberia, West Africa, and beyond.
DePRO Xchange: A Global Fintech Ambition
At the heart of the initiative is DePRO Xchange, a fintech platform currently under development that seeks to facilitate real-time digital payments, remittances, and financial transactions across more than 195 countries and hundreds of currencies.
The platform is designed to integrate multiple services into a single ecosystem, including peer-to-peer payments, digital remittances, payment gateways, digital financial services, online marketplaces, and global payment discovery tools.
Kallon describes DePRO Xchange as an “all-in-one mega web platform” intended to connect individuals, businesses, entrepreneurs, and institutions through a unified digital infrastructure.
The project is currently seeking venture capital, private equity investment, strategic partnerships, grants, and philanthropic support to accelerate its development and eventual market launch.
Promoting a New Innovation Framework
Beyond fintech, Kallon has introduced what he calls the STEAMS I⁶ Ecosystems Framework, a model that combines Science, Technology, Engineering, Arts, Mathematics, and Sports with six innovation pillars: Innovation, Invention, Intelligence, Industrialization, Information, and Infrastructure.
According to DePRO Global, the framework is designed to help governments, businesses, educational institutions, entrepreneurs, and communities build innovation-driven economies capable of competing in the Fourth Industrial Revolution.
The initiative places particular emphasis on digital transformation, artificial intelligence, workforce development, entrepreneurship, smart cities, technology education, and sustainable economic development.
Introducing REI and UCI

Kallon’s latest undertaking is the publication of a foundational white paper introducing two emerging conceptual frameworks known as Reality Engineering Intelligence (REI) and Universal Consciousness Intelligence (UCI).
According to the white paper, REI is described as an interdisciplinary framework intended to model, simulate, optimize, and improve complex systems using artificial intelligence, systems engineering, predictive analytics, digital twins, and data science.
Meanwhile, UCI is presented as a broader theoretical framework exploring how human intelligence, artificial intelligence, collective knowledge, scientific discovery, institutional systems, and consciousness might be integrated to advance civilization-scale problem solving and innovation.
Kallon argues that these concepts could contribute to future discussions on governance modernization, economic development, education, healthcare, scientific research, digital infrastructure, smart cities, and sustainable development.
Vision for Liberia and Africa
While much of the development work is currently being undertaken from the United States, Kallon says Liberia remains central to his long-term vision.
He has outlined plans for the rollout of STEAMS I⁶ ecosystem initiatives across Liberia and West Africa between 2026 and 2031, focusing on technology innovation, entrepreneurship, workforce development, research, and digital infrastructure.
Supporters of the initiative believe the project has the potential to contribute to Liberia’s efforts to diversify its economy, expand digital services, strengthen innovation ecosystems, and prepare young people for emerging opportunities in the global knowledge economy.
