CBL Governor Urges West African Institutions to Pair Artificial Intelligence with Professional Judgment, Ethics, and Credible Communication to Improve Policy Delivery

MONROVIA – Executive Governor of the Central Bank of Liberia (CBL), Henry F. Saamoi, has declared that effective communication is no longer a supporting function of public institutions but a strategic pillar of successful governance, warning that even the most carefully designed policies can fail if they are not communicated clearly, credibly and effectively.

Speaking Monday at the opening of the West African Institute for Financial and Economic Management (WAIFEM) Regional Course on Effective Report Writing Skills and Presentation Techniques Using Artificial Intelligence (AI) Tools (Advanced Level), Governor Saamoi said governments, central banks and other public institutions must strengthen their communication capacities to ensure that policies translate into meaningful outcomes for citizens.

The two-week regional training, being held at the Murex Plaza Hotel in Monrovia, has brought together participants and facilitators from central banks, government institutions and other organizations across West Africa to explore how emerging AI technologies can improve professional communication, report writing and policy presentation.

Communication Central to Policy Success

Governor Saamoi told participants that in today’s fast-changing global environment, institutions are increasingly judged not only by the quality of the policies they formulate but also by how effectively those policies are communicated to stakeholders, financial markets, development partners and the general public.

According to him, clear and strategic communication is essential for building public confidence, strengthening institutional credibility and ensuring the successful implementation of government and central bank policies.

“Communication is no longer a supporting function—it is a strategic instrument for policy effectiveness,” Governor Saamoi emphasized. He said whether institutions are implementing monetary policy, advancing financial inclusion, introducing fiscal reforms or responding to emerging economic challenges, success depends on communicating with clarity, accuracy and credibility.

Such communication, he noted, fosters greater public understanding, strengthens trust in public institutions and improves the effectiveness of policy implementation.

AI Offers Opportunities—But Human Judgment Remains Essential

While acknowledging the transformative potential of Artificial Intelligence, Governor Saamoi cautioned participants against becoming overly dependent on technology.

He described AI as an increasingly valuable tool capable of improving productivity, research, report writing and professional presentations, but stressed that it should complement—not replace—human expertise and ethical responsibility.

“The credibility of any professional output ultimately depends not on the technology used to produce it, but on the integrity, competence and accountability of the individual who endorses it,” the CBL Executive Governor said.

He urged institutions across the region to establish strong governance frameworks to guide the responsible and ethical application of AI technologies in their daily operations.

According to Saamoi, maintaining professional standards while embracing innovation will be critical as Artificial Intelligence continues to reshape workplaces and public institutions around the world.

Governor Saamoi also commended WAIFEM for nearly three decades of strengthening institutional and human resource capacity across West Africa. He described the advanced AI-focused training as timely, particularly as governments and financial institutions increasingly integrate emerging technologies into policy development, communication and public administration.

The CBL Governor encouraged participants to actively engage throughout the training by exchanging experiences with colleagues from across the region and applying the knowledge acquired to strengthen communication, improve decision-making and enhance institutional performance in their respective organizations.
