Heavenly Culture, World Peace, Restoration of Light (HWPL)

MONROVIA – On July 3, 2025, the international peacebuilding NGO- Heavenly Culture, World Peace, Restoration of Light (HWPL) signed a Memorandum of Understanding (MOU) with the Liberia Peacebuilding Office (PBO) at the Ministry of Internal Affairs in Monrovia. This historic Agreement aims to institutionalize peace education across Liberia and marks a significant step toward sustainable peacebuilding in the country.

The signing ceremony brought together representatives from both organizations, including Mr. Sheikh S.S. Kamara, Executive Director of PBO; Mr. Christopher Fayia, Senior Program Manager/PBO; the Chief Branch Manager of HWPL-Liberia Branch, and the Deputy Minister for Research and Development Planning/Ministry of Internal Affairs, Hon. Edward K. Mulbah.

Founded with support from the United Nations Peacebuilding Fund, the PBO is at the forefront of national efforts to prevent conflict, promote inter-religious harmony, and ensure community stabilization. Despite ongoing peacebuilding efforts, Liberia still faces challenges in youth engagement and systematic peace education. This MOU intends to address these gaps by establishing a strategic framework for collaborative peace education initiatives.

As part of the Agreement, HWPL and the PBO will work together to: Launch pilot peace education programs in selected schools; Expand these programs nationwide; and Build institutional partnerships between civil society and government agencies.

During the ceremony, the Deputy Minister of the Ministry of Internal Affairs also signed a support statement for the Declaration of Peace and Cessation of War (DPCW), further solidifying the government’s commitment to peace.

The MOU signing between HWPL and the Liberia Peacebuilding Office (PBO) is a tangible outcome of both organizations’ shared vision: to create a lasting culture of peace through education and multilateral cooperation. It is expected to enhance youth capacity for conflict resolution, expand civic participation, and build a sustainable peace model across Liberia.
