MONROVIA – After nearly a decade at the helm of the Law Reform Commission (LRC), Associate Justice Boakai N. Kanneh officially handed over leadership to Vice Chairperson Cllr. Felecia V. Coleman, who now serves as Acting Chair of the Commission. The handover ceremony, held on Friday, August 22, 2025, also honored Commissioner Cllr. Ruth Jappah-Samukai, who is transitioning to serve as Chief Legal Counsel at the Central Bank of Liberia.

Justice Kanneh, who led the Commission from 2016 to 2025, described the moment as one of “mixed emotions”—grateful for the journey and team he worked with, but nostalgic as he leaves for the Supreme Court. He acknowledged the challenges he faced upon assuming the role, following in the footsteps of former Chairpersons Associate Justice Philip A.Z. Banks and Dr. Cllr. Jallah A. Barbu.

“The work of the Law Reform Commission is enormous,” Justice Kanneh said. “But with commitment, hard work, and professionalism, we made significant strides. I urge the current leadership to remain focused and dedicated.”

Though departing the LRC, Justice Kanneh emphasized he is “not gone,” and pledged continued support for the Commission in his new capacity at the Supreme Court. He also announced plans, alongside former Chair Dr. Jallah Barbu—now heading the Office of the War and Economic Crimes Court (OWECC-L)—to provide ongoing support to the LRC.

In a similar tone, Cllr. Jappah-Samukai reflected on her nine years of service at the Commission, noting the strong camaraderie and teamwork that defined her tenure. While she acknowledged occasional internal challenges, she said they never derailed the Commission’s mission.

“I will forever cherish my time here. The LRC molded me professionally. Though I’m moving on, my doors remain open to assist in any way I can,” she stated.

Recognition and Transition

In appreciation of their service, Acting Chairperson Cllr. Coleman presented plaques to both Justice Kanneh and Cllr. Jappah-Samukai, commending their “invaluable contributions” and professional commitment.

“Despite challenges, you both left indelible marks at the Commission. Your leadership, diligence, and integrity are deeply appreciated and will be missed,” Coleman noted.

Other staff members across the LRC echoed this sentiment during the farewell program. From administration to finance, codification, procurement, and human rights, departments paid tribute to the departing leaders.

Cllr. Ramses T. Kumbuyah, Executive Director, noted the “remarkable improvements” in working conditions during their tenure. “You led with focus and integrity through tough times. We will continue the work you began,” he said.

Staff Tributes Highlight Leadership Style

From nurturing young legal minds to encouraging professional development, former Chairman Kanneh’s leadership style was repeatedly praised.

Atty. Joe Trokon Bryant of the Codification Department described the farewell as “bittersweet,” noting the knowledge and mentorship both departing officials provided. “You always encouraged us to improve and perform our best. That encouragement will be missed,” he said.

Cllr. Celestine H. Howard of the Gender and Human Rights Section, representing Cllr. Deddeh K. Zaza, hailed both officials as “professionals who led with honor and distinction.” She added, “You’ve earned your place, and we are proud to have served under you.”

From Procurement to Finance, more tributes followed.

“You were not just a boss—you were a servant leader,” said LRC Comptroller Atty. Zackeriah G. Moiseemah. “You pushed us to be better and trusted us to deliver. Your humility and wisdom shaped our department.”

He also praised Cllr. Jappah-Samukai for her openness and commitment to the Commission’s mission. “You were always available and supportive. We wish you continued success.”

Looking Ahead

The ceremony concluded with heartfelt goodbyes from support staff including maintenance, reception, and logistics, all of whom praised the departing leaders for their mentorship, dedication, and contributions to institutional growth.

As Cllr. Coleman steps into the role of Acting Chair, she assured staff and partners of her commitment to continuing the Commission’s work and building on the legacy left behind.

“We have big shoes to fill, but we will walk forward with unity and purpose,” she affirmed.
