-County to Receive $600,000 Over the Term; First $150,000 in Decade One Earmarked for the County Development Fund

Zwedru, Grand Gedeh County — Local authorities in Grand Gedeh on Saturday, Oct. 18, 2025, signed a 30-year land lease with Burkinabé investor Boubou Sebu for 500 acres in the B’hai administrative district, a deal officials say is dedicated exclusively to cocoa farming.

The agreement, which takes immediate effect, was finalized at the Superintendent Tubman Palace office in Zwedru and led by Superintendent Alex Chesea Grant.

Outlining the financial terms, Grant said the county will receive $150,000 in the first 10 years, with the entire amount going directly to the County Development Fund. “Over the full 30-year period, Grand Gedeh County is slated to receive a total of $600,000 USD,” he said.

County Attorney E. Wilkins Nah said all legal documents have been completed “to protect the local forest” as part of the agreement.

Sebu thanked the county leadership and confirmed the land would be used solely for cocoa production.

The deal quickly drew reactions from residents online. Philip Bas Kamah II, writing on social media, criticized the agreement as “deeply flawed, unfair, and potentially damaging to both the people of B’hai District and Grand Gedeh County at large.”

County officials framed the lease as a milestone investment aimed at strengthening local development through the County Development Fund, while pledging environmental safeguards. Further details on implementation were not immediately disclosed.
