
MONROVIA — The Republic of Liberia has reaffirmed its historic role as a homeland for people of African descent by formally welcoming four African American investors into the country’s Pathway to Citizenship program, a government initiative designed to encourage diaspora return, investment, and national reintegration.
The ceremony, organized by the Office of Diaspora Affairs, honored Mr. Donald Earl Frost, Mr. Felix Levon James, Mr. Horace Augustin, and Mr. Philip Edwin Parker, all of whom have obtained legal residency in Liberia and have now entered the final administrative phase toward full Liberian citizenship.

Speaking at the event, Deputy Commissioner for Administration at the Liberia Immigration Service, Mr. Nelsco A. Wolo, welcomed the new residents and urged them to fully embrace their adopted homeland. He encouraged the honorees to “love Liberia, think Liberia, and build Liberia,” stressing that their decision to settle in the country represents both a personal commitment and a national opportunity.
Also addressing the ceremony, Deputy Commissioner for Naturalization, Attorney N. Dickson R. Tamba, emphasized that the residency permits were secured strictly in accordance with Liberia’s Alien and Naturalization Law. He described the initiative as a legally established and transparent pathway, noting that the process reflects the government’s determination to uphold the rule of law while promoting diaspora engagement.

“This is not only a personal milestone for the recipients,” Atty. Tamba said, “but also an opportunity to contribute meaningfully to Liberia’s development through investment, innovation, and skills transfer.”
Senior Advisor to the President, Dr. Augustine Konneh, placed the occasion within Liberia’s broader historical context. He reminded attendees that Liberia has long served as a place of return for people of African ancestry and described the ceremony as a continuation of that legacy.

“Liberia has always been a land of return for people of African descent,” Dr. Konneh noted. “While Marcus Garvey pointed the way to Africa, you have taken the decisive step to establish roots in the land of the free. Your journey makes history.” Addressing the honorees—several of whom are retirees—he added, “To be retired does not mean you are tired. Liberia welcomes your energy, experience, and commitment.”
For his part, Mr. Erasmus T. Williams, Head of the Office of Diaspora Affairs, commended the new residents for engaging constructively with his office to explore investment opportunities and the citizenship process. He also praised the professionalism of the Diaspora Affairs staff and expressed gratitude to partner institutions, including the Liberia Immigration Service, Liberia National Police, Ministry of Health, and the National Investment Commission, for their cooperation in ensuring a smooth and credible process.
The ceremony highlights Liberia’s renewed push to strengthen ties with the African diaspora by creating clear legal pathways for residency, investment, and citizenship. Government officials say the initiative is central to attracting diaspora capital, expertise, and global networks that can support national development while deepening the country’s historical bonds with descendants of Africa.
