-Loan Agreement Signed in Austria Paves the Way for Construction of the Salayea-Konia Corridor, Bringing Liberia Closer to Completing a Key Regional Highway Linking Bong and Lofa Counties

VIENNA, Austria – The Government of Liberia has secured a major infrastructure financing package that will accelerate efforts to extend the country’s paved road network deeper into northwestern Liberia, with the signing of a US$30 million loan agreement for the construction of the Salayea–Konia Road.

The agreement, signed Monday in Vienna, Austria, between the Government of Liberia and the Arab Bank for Economic Development in Africa (BADEA), marks another significant milestone in President Joseph Nyuma Boakai’s drive to improve road connectivity, expand economic opportunities, and unlock development in some of Liberia’s most productive agricultural regions.

Finance and Development Planning Minister Augustine Kpehe Ngafuan signed the agreement on behalf of Liberia, while BADEA President Abdullah Almusabeeh signed on behalf of the Arab development finance institution.

The signing took place on the sidelines of the OPEC Fund Development Forum and 50th Anniversary celebrations, bringing together development partners and government officials from across Africa and the Middle East.

Extending Development Beyond Salayea

The new financing will support the upgrading and pavement of the Salayea–Konia corridor, a critical section of the broader Gbarnga–Mendikorma Highway, which serves as an important gateway connecting Bong and Lofa Counties to national and regional markets.

The road project is expected to significantly reduce travel times, lower transportation costs, improve access to healthcare and education services, and facilitate the movement of agricultural produce from some of Liberia’s most fertile farming communities.

For decades, poor road infrastructure has remained one of the biggest barriers to economic growth in northwestern Liberia, particularly during the rainy season when large portions of the road network become difficult or impossible to navigate.

Government officials believe the project will transform economic activity throughout the region by improving connectivity between rural communities and major commercial centers.

Ngafuan Hails Strategic Investment

Speaking following the signing ceremony, Minister Ngafuan described the financing agreement as a major vote of confidence in Liberia’s development agenda and an important step toward realizing the government’s infrastructure ambitions.

“On behalf of President Joseph Nyuma Boakai and the Government and people of Liberia, I extend sincere appreciation to BADEA for this significant investment in our nation’s infrastructure,” Ngafuan said.

“This financing demonstrates confidence in Liberia’s development trajectory and will have a transformative impact on communities across Bong and Lofa Counties.”

The Finance Minister noted that the Salayea–Konia Road forms a central part of the government’s broader strategy to modernize transport infrastructure and stimulate economic growth across underserved regions of the country.

According to him, improved road connectivity will facilitate trade, attract investment, create jobs, and strengthen Liberia’s integration into regional markets.

Building a Strategic Regional Corridor

The Salayea–Konia project forms part of a larger vision to establish a modern transportation corridor stretching through Liberia’s northwestern region.

When completed, the road will strengthen commercial linkages with neighboring Guinea and Sierra Leone while enhancing opportunities for cross-border trade under the framework of the Mano River Union.

Officials say the project will also improve the transportation of agricultural commodities from farming communities in Lofa and Bong Counties, helping farmers gain better access to domestic and regional markets.

The corridor is expected to benefit thousands of residents by improving mobility, reducing vehicle operating costs, and expanding access to essential government and social services.

Continuation of Arab-Funded Road Investments

The financing agreement builds on a longstanding partnership between Liberia and Arab development institutions that have played a major role in supporting road infrastructure projects throughout the country.

The Salayea–Konia Road is being financed through a collaborative arrangement involving BADEA, the Kuwait Fund for Arab Economic Development (KFAED), the Saudi Fund for Development (SFD), and the OPEC Fund.

Together, these institutions have helped finance several strategic road projects aimed at improving connectivity and supporting economic development.

The latest agreement comes as Liberia prepares to dedicate the completed 81-kilometer Gbarnga–Salayea Road, another major infrastructure project jointly financed by BADEA and other Arab lenders.

That project has been widely hailed as a game-changer for residents and businesses operating along the corridor.

BADEA Eyes More Investments in Liberia

Beyond road construction, BADEA is reportedly exploring additional investments in Liberia’s energy, water, sanitation, and health sectors.

Discussions are ongoing regarding potential financing for the Botota–Mendikorma Electrification Project, water supply systems in Ganta, Buchanan, and Kakata, sewage rehabilitation initiatives in Montserrado County, and other priority development projects.

The growing engagement reflects increasing confidence among development partners in Liberia’s infrastructure and economic development agenda.

BADEA President Accepts Boakai’s Invitation

Ahead of the signing ceremony, Minister Ngafuan also followed up on an invitation extended by President Boakai for BADEA and other Arab development partners to visit Liberia during the country’s 179th Independence Anniversary celebrations next month.

The visit is expected to coincide with the official dedication of the completed Gbarnga–Salayea Road and the launch of the next phase of the corridor extending through Salayea, Konia, and eventually Voinjama.

Responding to the invitation, BADEA President Abdullah Almusabeeh expressed appreciation to President Boakai and indicated that he is making arrangements to travel to Liberia for the historic occasion.

His visit would underscore the growing partnership between Liberia and Arab development institutions at a time when the country is seeking increased investment in critical infrastructure sectors.

For many residents of Lofa County and neighboring communities, the Salayea–Konia Road project represents more than just a transportation improvement.

It symbolizes a long-awaited effort to integrate northwestern Liberia more fully into the national economy and create opportunities for growth in a region long constrained by inadequate infrastructure.

With financing now secured and preparations underway for implementation, government officials say the focus will shift toward ratification, project mobilization, and construction.

If successfully executed, the project could become one of the most transformative infrastructure investments in Liberia’s northwestern region in decades.
