
–Public Records Link Liberia’s Port Chief to U.S. Health-Care Companies and Assisted-Living Operations; TLP Sought His Response Before Publication
MONROVIA — National Port Authority (NPA) Managing Director Sekou A. M. Dukuly maintains business interests in Minnesota, United States, including ownership and executive roles in health-care and assisted-living companies, according to U.S. public records and court documents reviewed by The Liberian Post.
The records show that Dukuly has been associated with Golden Touch Health Care LLC, Ashton Homes LLC and Berkeley Heights Homes LLC.
The findings raise questions about the extent of his continuing interests in those businesses, his involvement in their operations and whether those interests have been appropriately disclosed under Liberia’s public-official asset-declaration requirements.
TLP contacted Dukuly directly and subsequently routed a formal right-of-reply request through the NPA before publication. He was given until 10:00 a.m. Tuesday, August 18, 2026, to respond to detailed questions concerning the businesses, his Minnesota activities, tax matters and asset declaration. He had not responded as of publication.
Records Identify Dukuly as Health-Care Business Owner

Minnesota government records identify Sekou Dukuly as the contact for Golden Touch Health Care LLC, a Minnesota-based health-care company
A Minnesota Department of Health directory identifies Golden Touch Health Care LLC at 6800 Scott Avenue North, Brooklyn Center, and lists Sekou Dukuly as the owner/contact. The state directory also records the company under health-care service classifications.
Dukuly’s professional profile also identifies Golden Touch Health Care, LLC among his professional experience.
The available records therefore establish a documented connection between Dukuly and Golden Touch Health Care, while the precise extent of his current day-to-day involvement is a matter he was asked to clarify.
Two Assisted-Living Companies Also Linked to Dukuly
Suggested photographs: Use actual photographs of the properties or facilities named in the federal court proceedings, if available from public records and legally reusable. A second choice would be a photograph of the U.S. District Court for the District of Minnesota or a screenshot of the relevant court docket/opinion. This is preferable to a generic assisted-living photograph because it visually connects the section to the documentary evidence.
Public records also connect Dukuly to Ashton Homes LLC and Berkeley Heights Homes LLC, two Minnesota companies involved in assisted-living operations.
A federal court case in Minnesota involving Dukuly, his brother Dr. Sheikh Dukuly, Ashton Homes LLC and Berkeley Heights Homes LLC provides additional background on the businesses.
The court identified the Dukuly brothers as joint owners of Ashton Homes and Berkeley Heights Homes and discussed the companies’ operation of assisted-living facilities in New Hope, Minnesota.
The litigation arose after the City of New Hope revoked rental permits associated with the facilities. The plaintiffs challenged the city’s action in federal court.
The court ultimately dismissed the complaint with prejudice, finding that the plaintiffs had not plausibly established a compensable regulatory taking.
Importantly, the court decision did not constitute a finding that Dukuly or his companies had engaged in criminal or fraudulent conduct. The litigation concerned the regulatory action taken by the city and the legal claims arising from it.
That distinction is important to the reporting.
Business Interests Predate NPA Appointment

The available records indicate that Dukuly’s Minnesota business activities predate his appointment to head the NPA.
His professional profile lists Golden Touch Health Care, LLC among his experience, while NPA materials identify him as the Authority’s Managing Director.
The NPA is responsible for Liberia’s public ports, including the Freeport of Monrovia, making the position one of significant importance to the country’s economy and international trade.
Under Dukuly’s leadership, the Authority has promoted a series of port modernization and institutional reform initiatives. Recent public reporting has also highlighted his participation in President Boakai’s performance-recognition process for government institutions.
That public role makes questions surrounding any continuing private business interests a matter of legitimate public interest, while the existence of those interests alone does not establish a conflict of interest or wrongdoing.

Questions Over Disclosure and Potential Conflicts
The existence of a private business interest does not, by itself, establish misconduct or a conflict of interest.
The central public-interest questions are instead:
- What private business interests does Dukuly currently hold?
- Does he continue to receive financial benefits from those businesses?
- Does he continue to participate in their management?
- Were those interests properly disclosed under Liberia’s applicable asset-declaration requirements?
- Are there safeguards in place to prevent any actual or perceived conflict between his private interests and his public responsibilities?
TLP specifically put those questions to Dukuly.
The newspaper also asked him to clarify matters concerning his Minnesota business activities and any tax-related records identified during the reporting process.
Those questions remained unanswered as of publication.

Dukuly Given Opportunity to Respond
TLP first sent the right-of-reply request directly to Dukuly via WhatsApp.
The newspaper subsequently submitted the formal request through the National Port Authority’s official communication channel, asking that it be brought to the Managing Director’s attention.
The request contained specific questions concerning:
- Golden Touch Health Care LLC;
- Ashton Homes LLC;
- Berkeley Heights Homes LLC;
- his Minnesota health-care and assisted-living activities;
- his current ownership and management interests;
- relevant tax matters;
- his Liberian asset declaration; and
- any actual or potential conflict between his private business interests and his responsibilities as NPA Managing Director.
Dukuly was given until 10:00 and or 11 a.m. Tuesday, August 18, 2026, to respond.
He had not responded by the time of publication.
The newspaper will publish any substantive response from Dukuly if and when it is received.

What the Records Establish—and What They Do Not
The records reviewed by TLP establish that Dukuly has been associated with multiple Minnesota healthcare and assisted-living businesses, including Golden Touch Health Care LLC, Ashton Homes LLC and Berkeley Heights Homes LLC. Minnesota government records specifically identify Sekou Dukuly in connection with Golden Touch Health Care LLC.
The federal court record provides additional evidence concerning his association with Ashton Homes and Berkeley Heights Homes.
But the records do not, by themselves, establish that Dukuly has violated Liberian law, breached any asset-declaration requirement or engaged in wrongdoing in connection with those businesses.
Those are questions that require evidence beyond the existence of the businesses themselves—and questions TLP specifically put to Dukuly.

The Public-Interest Question
The issue, therefore, is not whether a Liberian public official may have had a business career before entering government. Nor does ownership of a private company automatically amount to a conflict of interest.
The legitimate question is whether current private interests have been properly disclosed, whether they remain active, and whether adequate safeguards exist to protect the integrity of public decision-making.
For the head of an institution as strategically important as the National Port Authority, transparency on those questions is particularly important.
