
MONROVIA — Key government institutions and legal stakeholders are expected to convene on Tuesday, May 5, 2026, for a Peer Review Dialogue on the Draft National Housing Authority (NHA) Bill, as efforts intensify to modernize Liberia’s housing framework.
The high-level engagement will be hosted at the offices of the Law Reform Commission (LRC) in Mamba Point, bringing together policymakers, legal experts, and sector institutions to critically examine proposed revisions to the decades-old NHA Act.
Modernizing a 1960 Law
The review process seeks to update the National Housing Authority Act of 1960, aligning it with current realities and emerging housing challenges.
Working in collaboration with the National Housing Authority, the LRC aims to incorporate contemporary policy interventions that address rapid urbanization, infrastructure gaps, and the growing demand for affordable housing.
Officials say the dialogue represents a critical step toward ensuring that Liberia’s housing laws remain relevant, responsive, and capable of supporting inclusive development.
LRC’s Mandate in Focus
Established by an Act of the Legislature in 2011, the Law Reform Commission is mandated to review, modernize, and codify Liberia’s laws to ensure they are fair, accessible, and aligned with national development priorities.
Under the leadership of its Chairperson and Chief Executive Officer, Bornor M. Varmah, the Commission has been spearheading efforts to strengthen legal frameworks across key sectors.
Its core functions include:
- Drafting and reviewing legislation
- Providing legal advisory services
- Codifying statutes and judicial opinions
- Ensuring consistency across legal systems
- Engaging stakeholders through consultations and policy dialogues
Broad Stakeholder Participation
The peer review dialogue is expected to attract participation from a wide range of institutions, including:
- The Ministry of Justice
- The Liberia Land Authority
- The Ministry of Public Works
- The Liberia National Bar Association
- The Environmental Protection Agency
Organizers say the inclusive approach is designed to ensure that diverse perspectives inform the final draft of the bill.

Strengthening Housing Policy and Delivery
The National Housing Authority, established in 1960, plays a central role in addressing Liberia’s housing deficit, particularly for low-income families.
In recent years, the agency has expanded its focus to include:
- Affordable housing development
- Urban planning and standards
- Community engagement and slum upgrading
Notably, the NHA has collaborated with the United Nations Development Programme (UNDP) on initiatives aimed at improving living conditions in underserved communities such as West Point and Slipway in Monrovia.
Toward a More Responsive Legal Framework
Legal experts say the upcoming dialogue will provide a platform to refine the draft bill, address gaps in the existing law, and integrate modern housing policies that reflect Liberia’s socio-economic realities.
The review is also expected to reinforce the role of the Law Reform Commission as a central institution in shaping legislative reforms that support national development.
