MONROVIA – Liberia and the Kingdom of Morocco have signed a landmark security cooperation agreement aimed at strengthening bilateral law enforcement collaboration, combating transnational crime, and modernizing police operations in both countries amid growing regional and global security threats.

The comprehensive Memorandum of Understanding (MoU), signed on May 18, 2026, establishes a broad framework for operational partnership between the Liberia National Police and Morocco’s General Directorate of National Security (DGSN).

Officials from both countries described the agreement as a historic milestone in West-to-North African security cooperation and a major step toward building stronger pan-African partnerships to confront emerging security challenges.

The agreement was signed on behalf of the Liberia National Police by Inspector General Gregory O.W. Coleman, while Morocco’s Director General of National Security, Abdellatif Hammouchi, signed on behalf of the Kingdom of Morocco.

Focus on Terrorism, Cybercrime, Organized Crime

Authorities say the partnership is driven by a shared commitment to combating transnational organized crime, terrorism, cyber threats, narcotics trafficking, human smuggling, money laundering, and weapons proliferation.

According to the agreement, both security institutions will strengthen intelligence sharing, operational coordination, and specialized training to improve their ability to respond to increasingly sophisticated criminal activities across borders.

The MoU specifically provides for enhanced coordination and specialized data exchange aimed at disrupting criminal networks linked to terrorism financing, drug trafficking, illegal migration, and organized criminal enterprises operating across Africa and beyond.

Security officials say the agreement reflects growing recognition that modern security threats require stronger international cooperation and real-time intelligence collaboration.

Major Push for Police Modernization

Beyond intelligence cooperation, the agreement places strong emphasis on modernizing policing capabilities through technical support, capacity building, and technological innovation.

The two countries are expected to collaborate in areas including:

  • integrated land, air, and sea border management;
  • biometric security systems;
  • forensic investigations;
  • crime scene management;
  • crowd control for major public events;
  • and tactical response operations.

The agreement also introduces a major technological component centered on the use of Unmanned Aerial Vehicles (UAVs), commonly known as drones.

Under the partnership, Liberia and Morocco will jointly develop specialized training programs in drone piloting, maintenance, surveillance analysis, search-and-rescue operations, and crime prevention monitoring.

Observers say the drone initiative could significantly strengthen Liberia’s urban monitoring and emergency response capabilities while improving law enforcement surveillance operations.

Real-Time Intelligence Link Between Monrovia, Rabat

To facilitate implementation of the agreement, both countries have agreed to immediately establish a Joint Ad-hoc Cooperation Committee tasked with developing operational action plans and monitoring the execution of the partnership.

The agreement also mandates the creation of a secure communication link between Monrovia and Rabat to support real-time intelligence sharing and operational coordination between the two security institutions.

Security experts believe the direct communication channel could greatly improve information exchange on cross-border criminal activities and emerging regional threats.

Liberia Expanding International Security Partnerships

The latest agreement reflects Liberia’s growing efforts to deepen international security cooperation as the country continues modernizing its national security institutions following years of post-war rebuilding.

Over the past several years, Liberia has increasingly sought partnerships focused on police reform, counterterrorism preparedness, cybersecurity, border security, and intelligence development.

Morocco, meanwhile, has emerged as one of Africa’s leading security and intelligence actors, particularly in areas involving counterterrorism operations, surveillance technology, and regional security cooperation.

The agreement also highlights Morocco’s expanding diplomatic and strategic engagement across Africa, where the North African nation has strengthened ties through investments, security partnerships, and development cooperation.

For Liberia, officials say the partnership represents another major step toward strengthening institutional capacity, enhancing public safety, and improving preparedness against evolving security threats facing the region.

The agreement comes at a time when West Africa continues to confront rising concerns over terrorism, cybercrime, trafficking networks, illegal migration, and organized criminal activities spreading across parts of the continent.

Both governments say the partnership demonstrates a shared vision for stronger African-led security cooperation, regional stability, and collective responses to modern security challenges.
